THERE ARE SEVEN SERVICE CATEGORY MAP CHANGES BY THE WAY OF REQUEST AND SIX MAP CHANGES PERTAINING TO FUTURE PROJECTS BEGINNING WITH REVISION ONE LOCATED IN GRID A, ONE OF THE WATER AND SEWER SERVICE AREA MAPS LOCATED AT THE NORTHWEST CORNER OF THE INTERSECTION OF ROUTE 23 AND 24 AND FOREST HILL AND FOUND ON TAX MAP 33.

IT INCLUDES PARCEL 4 29 AND IS LOTS TWO AND THREE OF THE LAND OF C KELLY SMITH AND WIFE.

THE APPROVED PRELIMINARY PLAN HAS ENTITLED FOREST HILL ESTATES PROPOSES TO CONSOLIDATE TWO EXISTING LOTS AND THEN RE SUBDIVIDE THE LAND IN THE 70 SINGLE FAMILY LOTS.

THIS IS A MARYLAND AMERICAN WATER CUSTOMER AND THE WASTE WASTEWATER WILL BE DISCHARGED INTO A COUNTY GRAVITY SEWER BY WAY OF PROPOSED SEWAGE PUMP STATION FORCE MAIN AND GRAVITY SEWER.

THIS PROPERTY IS BEING MOVED FROM THE WATER AND SEWER FIVE CATEGORY INTO THE WATER AND SEWER THREE CATEGORY REVISION TWO AND THREE OR LOCATED IN GRID B FOUR OF THE WATER AND SEWER SERVICE AREA MAPS AND TAX MAP 56 REVISION TWO CONSISTS OF PARCEL 3 77 AND IS LOCATED AT THE CORNER OF ROUTE 9 24 AND PATTERSON MILL ROAD.

THE PROPERTY ENTITLED 1703 EMERTON ROAD HAS PRELIMINARY PLAN APPROVAL FOR A MEDICAL OFFICE BUILDING AND FUTURE RESIDENTIAL USE FOR THE REMAINING LANDS.

THIS PROPERTY IS BEING MOVED FROM THE WATER AND SEWER FIVE CATEGORY INTO THE WATER AND SEWER THREE CATEGORY REVISION FOUR IS LOCATED IN GRID C FIVE OF THE WATER AND SEWER SERVICE AREA MAPS LOCATED IN ABINGTON ON THE NORTH SIDE OF SEA WELL ROAD JUST EAST OF ABINGDON ROAD.

IT CONSISTS OF PARCEL 6 27 AS FOUND ON TAX MAP 62.

THE PROPERTY ENTITLED SEA WELL ROAD RECEIVED PRELIMINARY PLAN APPROVAL FOR FIVE SINGLE FAMILY LOTS.

THE PROPERTY IS BEING MOVED FROM THE WATER AND SEWER FIVE CATEGORY INTO THE WATER AND SEWER THREE CATEGORY.

THE LAST THREE REVISIONS FIVE, SIX, AND SEVEN ARE LOCATED ON GRID D THREE OF THE WATER AND SEWER SERVICE AREA MAPS AND WERE REQUESTED BY THE CITY OF ABERDEEN.

REVISION FIVE IS LOCATED IN IN BETWEEN AL DINO, STEPHANIE ROAD AND LONG DRIVE JUST NORTH OF ROUTE 22 AND IS CURRENTLY WITHIN THE CITY OF ABERDEEN LIMITS.

IT CONSISTS OF PARCEL 96 AND 9 48 OF TAX MAP 51 AND IS BEING MOVED FROM THE WATER AND SEWER FIVE CATEGORY INTO THE WATER AND SEWER THREE CATEGORY REVISION SIX IS LOCATED OFF LONG DRIVE AND ADJOINS REVISION FIVE.

IT CONSISTS OF PARCELS 9 46 AND 9 51 OF TAX MAP 51 AND IT'S BEING MOVED FROM THE WATER AND SEWER SIX CATEGORY INTO THE WATER AND SEWER THREE CATEGORY.

THESE TWO PARCELS WERE ANNEXED INTO THE CITY OF ABERDEEN IN 2021.

REVISION SEVEN IS LOCATED OFF GILBERT ROAD AND IS KNOWN AS THE WETLANDS GOLF COURSE.

IT CONSISTS OF PARCELS 3 53 81 AND 3 92 OF TAX MAP 43 AND IS ALSO PARCEL 1 66 OF TAX MAP 51.

THESE PROPERTIES ARE BEING MOVED FROM THE WATER AND SEWER NO PLAN SERVICE CATEGORY INTO THE WATER AND SEWER THREE CATEGORY.

THESE PROPERTIES WERE ALSO ANNEXED IN THE CITY OF ABERDEEN IN 2021.

THE DIVISION WATER SEWER CONTRACTED WITH AN ENGINEERING FIRM TO PREPARE A WATER SYSTEM PLANNING STUDY FOR THE HARFORD COUNTY PUBLIC WATER

SYSTEM.

THE PREVIOUS STUDY INCLUDED PROJECTIONS IN BUILD OUT INFORMATION THAT INVOLVED THE BASE REALIGNMENT AND CLOSURE OTHERWISE KNOWN AS BRA.

THE NEW STUDY WAS COMPLETED IN MARCH OF 2022 AND THE FINAL REPORT OUTLINES THE REQUIRED IMPROVEMENTS TO THE COUNTY WATER SYSTEM.

THIS STUDY IN THE SUBSEQUENT REPORT REVISED THE PREVIOUSLY PROPOSED IMPROVEMENTS TO THE SYSTEM TO ALLOW THE CONTINUED GROWTH WITHIN A DEVELOPMENT ENVELOPE FOR THE FORESEEABLE FUTURE.

THE FIRST REVISION IS THE REMOVAL OF THE TRANSMISSION MAIN ALONG ROUTE 24 AND A SHORT SECTION ALONG ENTERPRISE COURT IN HICKORY.

THE NEXT IS THE REMOVAL OF A PARALLEL WATER MAIN ALONG ROUTE SEVEN, BETWEEN ROUTE 1 52 AND ROUTE 7 55.

NEXT IS THE REMOVAL OF ANOTHER PARALLEL WATER MAIN ALONG ROUTE SEVEN.

THIS, HOWEVER, IS BETWEEN ROUTE 5 43 AND EMINGTON ROAD.

FINALLY, WE HAVE THE REMOVAL OF TRANSMISSION MAIN ALONG ROUTE 40, BETWEEN ROUTE SEVEN AND BELL LANE, HEIM LANE AND ABERDEEN.

THE LAST REVISION OF THIS SECTION IS THE ADDITION OF A PROPOSED PARALLEL WATER MAIN ALONG ROUTE 7 55 FROM VAN BIBER ROAD TO ROUTE 40.

THE NEXT SECTION WILL BE CHAPTER THREE.

THE FOLLOWING FIVE PAGES IN THE WORKBOOK COVERS SECTIONS 3.01 AND 3.06.

THESE SECTIONS WERE REVISED PER THE REQUEST OF MARYLAND AMERICAN WATER COMPANY BASED ON A COMPREHENSIVE PLANNING STUDY PREPARED FOR THEM IN 2020.

THE REVISIONS DISCUSSED THE CURRENT METHOD OF OPERATIONS TO SERVE THE TOWN OF BELL AIR.

NEXT WE HAVE MAP THREE DASH ONE.

THIS IS THE MARYLAND AMERICAN WATER SERVICE AREA MAP, AND IT HAS BEEN UPDATED TO INCLUDE THE FOREST HILL STATE SUBDIVISION THAT WAS SPOKEN OF IN THE BEGINNING OF THE PRESENTATION MAP THREE DASH TWO, WHICH IS THE CITY OF ABERDEEN'S WATER SERVICE AREA MAP.

THIS MAP WAS UPDATED TO INCLUDE THE FOUR PARCELS OF LAND THAT MAKE UP THE WETLANDS GOLF COURSE.

SECTION 3.13 WAS REVISED TO ADD THE THREE HARFORD COUNTY DEVELOPMENTS THAT WERE DISCUSSED EARLIER.

THEY ARE 17,003 EMERTON ROAD FOREST TILL ESTATES AND SEA WALL ROAD.

THE FORMER EVERGREEN FARM DEVELOPMENT WAS RENAMED THE BEL AIR VILLAGE AND ITS DEVELOPMENT DATA WAS REVISED TABLE THREE DASH ONE PLAN DEVELOPMENTS.

THIS WAS REVISED TO INCLUDE THE FOUR NEW PROJECTS WITH PRELIMINARY PLAN APPROVAL AND TO REMOVE TWO PROJECTS THAT HAD THAT HAVE HAD THEIR UTILITY INSTALLATION COMPLETED.

IN ADDITION, THE EVERGREEN FARMS PROJECT WAS REMOVED FROM THE LIST BECAUSE IT'S BEEN RENAMED THE BELL AIR VILLAGE.

THE LAST PAGE OF TABLE THREE DASH ONE IS SEEN ON THE SLIDE SHOWS THE REVISIONS TO THE SUMMARY OF THE REMAINING RESIDENTIAL BUSINESS AND INDUSTRIALLY ZONE UNITS WITH APPROVED PRELIMINARY PLANS WITHIN THE LAST SIX MONTHS.

EXCUSE ME.

AS YOU CAN SEE, THE NET CHANGE IN RESIDENTIAL UNITS WAS IN ADDITION OF 11 UNITS WITH 3,306 UNITS REMAINING.

THERE IS ALSO AN ADDITION OF 166 EQUIVALENT RESIDENTIAL UNITS IN A BUSINESS ZONE FOR A TOTAL OF 381 UNITS REMAINING.

THERE WAS NO CHANGE TO THE INDUSTRIAL ACREAGE.

TABLE THREE DASH TWO PRESENT AND PROJECTED WATER SUPPLY DEMANDS AND PLAN CAPACITIES.

TABLE WAS UPDATED TO REFLECT THE MOST CURRENT DATA AVAILABLE FROM HARFORD COUNTY AND THE MARYLAND AMERICAN WATER COMPANY.

THE REVISIONS PERTAIN TO PER CAPITA WATER CONSUMPTION, RESIDENTIAL POPULATION SERVED AND DOMESTIC INDUSTRIAL AND TOTAL CONSUMPTION.

TABLE THREE DASH THREE, THE HISTORICAL AND PREDICTED CONNECTIONS TO COUNTY WATER AND SEWER TABLE WAS UPDATED TO SHOW THE DOCUMENTED VALUES FOR THE 2021 THROUGH 2022 FISCAL YEAR, AS WELL AS THE PROJECTIVE VALUES UP TO THE YEAR 2035 TABLE THREE DASH SIX, THE INVENTORY OF EXISTING COMMUNITY AND MULTI-USE WATER SOURCE TREATMENT PLANTS AND DISTRIBUTION

SYSTEMS. THIS TABLE WAS UPDATED PER THE REQUEST FROM THE MARYLAND AMERICAN WATER COMPANY.

THE REVISIONS INCLUDE ADJUSTMENTS TO PERMIT NUMBERS, AVERAGE AND MAX AVAILABLE WATER APPROPRIATION VALUES, SAFE PLANT PRODUCTION, CAPACITY, VALUES, AND AVERAGE DAILY FLOW VALUES.

TABLE THREE DASH EIGHT PLANNED WATERWORKS, IMMEDIATE FIVE AND 10 YEAR PRIORITIES.

THIS TABLE WAS UPDATED TO REFLECT THE REQUEST MADE BY THE MARYLAND AMERICAN WATER COMPANY AND THE CITIES OF ABERDEEN INHAB GRACE.

THE HARFORD COUNTY DEPARTMENT OF PUBLIC WORKS DIVISION OF WATER AND SEWER ALSO UPDATED THE CHART TO REFLECT THE FINDINGS FROM THE WATER SYSTEM PLANNING STUDY REFERRED TO IN THE FIRST SECTION OF THIS PRESENTATION.

AS STATED BEFORE, SOME OF THESE SIGNIFICANT CHANGES ARE DIRECT RESULT OF THE BRA NOT COMING TO FRUITION.

THE TABLE IN THIS WORKBOOK INCLUDES ONLY THE PROJECTS TO WHICH CHANGES ARE PROPOSED.

A COMPREHENSIVE TABLE SHOWING ALL CAPITAL WATER PROJECTS IN THE COUNTY AND THE THREE MUNICIPALITIES CAN BE FOUND IN CHAPTER THREE OF THE OVERALL WATER AND SEWER MASTER PLAN DOCUMENT.

MOVING ON TO CHAPTER FOUR, SECTION 4.10, PRIVATE MULTI-USE SEWAGE SYSTEMS AND PUBLICLY OWNED ONSITE SEWAGE SYSTEMS WITH PEAK FLOWS GREATER THAN 5,000 GALLONS PER DAY WAS REVISED TO ADD THE CAMPUS COMMONS PROJECT, EXCUSE ME, CAMPUS COMMONS IS LOCATED AT 2215 EAST CHURCHVILLE ROAD ACROSS THE STREET FROM HAR COMMUNITY COLLEGE.

THIS SITE CONTAINS ONE BUILDING WITH A PEAK FLOW OF APPROXIMATELY 1800 GALLONS PER DAY AND IS SERVED BY AN ONSITE PRIVATE SEP PRIVATE SEPTIC SYSTEM WITH A PROPOSED BUILDING WE'RE BUILDINGS.

THE SITE IS ANTICIPATED TO PRODUCE A TOTAL ULTIMATE AVERAGE FLOW OF 4,200 GALLONS PER DAY IN A PEAK OR MAXIMUM DAILY FLOW OF 7,000 GALLONS PER DAY.

MDE REQUIRES THAT PRIOR TO ISSUANCE OF A GROUNDWATER DISCHARGE PERMIT, THE PROJECT, THE PROPOSED PROJECT BE IDENTIFIED IN THE WATER AND SEWER MASTER PLAN.

IT IS ALSO STATED IN THE DESCRIPTION THAT WHEN FINAL CALCULATIONS OF THE DISCHARGE ARE PROVIDED, THE COUNTY RESERVES THE RIGHT TO OBJECT THE PROPOSED FACILITY AND REMOVE IT FROM THIS PLAN.

IF IT DOES NOT MEET ALL REQUIREMENTS OF STATE AND LOCAL LAW.

MAP FOUR DASH TWO, THE CITY OF ABERDEEN SEWER SERVICE AREA, THIS WOULD RISE TO INCORPORATE THE FOUR PROPERTIES THAT MAKE UP THE WETLAND GOLF COURSE TABLE FOUR DASH TWO PLAN CAPITAL SEWAGE PROJECTS IMMEDIATE FIVE AND 10 YEAR PRIORITIES.

THIS TABLE WILL RISE TO INCORPORATE THE REQUEST FROM THE CITIES OF ABERDEEN INHAB GRACE.

THE TABLE IN THIS WORKBOOK INCLUDES ONLY THE PROJECTS TO WHICH CHANGES ARE PROPOSED.

THAT CORNER LOT WASN'T SEWER, SO I THINK THAT'S GOING TO BE SEWER.

THERE, THERE IS A PROPOSED SEWER THAT GOES THROUGH THE BACK.

PRECAUTIONS, TAKE THE NECESSARY PRECAUTIONS TO MAKE SURE THAT THE STREAM IS PROTECTED.

WELL, THAT, THAT STREAM HAS BEEN DETERIORATING OVER THE LAST, SINCE I'VE BEEN ON THE COUNCIL THE LAST FOUR YEARS.

WE'VE GOTTEN SOME CALLS FROM, UM, CONCERNED CITIZENS THAT IT'S FLOWED INTO THE BACKYARD OR, OR IT'S DETERIORATING INTO THE BACKYARD AT AN ALARMING RATE.

SO I'M WONDERING WHERE THE SEWER LINE'S GONNA GO, WHERE THAT CONNECTS TO.

IS THERE, IS THERE ANYWHERE THAT I WOULD BE ABLE TO SEE WHERE THAT SEWER LINE'S GOING AND, AND WHO WAS RESPONSIBLE FOR THEN FIXING THE STREAMED BEFORE THEY PUT A SEWER LINE IN? THE APPROVED PRELIMINARY PLAN SHOWS THE SEWER CONNECTION, AND THAT IS THE RESPONSIBILITY OF THE ENGINEERS TO PROVIDE ALL THE ADEQUATE, UM, PROTECTION OF THE STREAMED.

AND THAT TYPICALLY THE IDEA IS TO MAKE IT AS GOOD OR BETTER THAN IT THE EXISTING CONDITIONS.

SO THE COUNTY WILL PAY FOR THE REVITALIZATION OF THE STREAM BED? CORRECT.

THAT WOULD BE DONE THROUGH PRIVATE ENTITIES.

THROUGH, SO WHOEVER'S GONNA PUT THAT STREAM BED, UH, THAT WHOEVER, ONCE THAT SEWER IN THERE IS GONNA HAVE TO FIX THE STREAM BED, CORRECT? CORRECT.

AND HOW DO I GET A COPY OF THAT? IS THAT SOMEWHERE THAT I CAN GET A COPY OF WHAT THAT PLAN LOOKS LIKE? YES, THEY'RE AVAILABLE THROUGH THE P AND Z WEBSITE.

UM, CURRENTLY THERE IS TWO DAC PLANS THAT ARE IN CIRCULATION RIGHT NOW THAT SHOW THAT, AND THEY'LL HAVE TO COME BACK TO YOU AS WELL FOR THOSE ADDITIONAL, DOES THAT MEAN MORE OR DIFFERENT SEWER LINES? WHAT DOES THAT ACTUALLY MEAN WHEN THEY COME BACK AND THEY WANT MORE? WHAT HA WHAT WHAT GOES ON THERE FOR THAT? WE HAVE TO INVESTIGATE IT.

WE HAVE TO LOOK AT THE PLANS AND SEE IF THEY'RE ADEQUATE AND SEE IF THEY MEET ALL OF OUR STANDARDS.

UM, YOU KNOW, THE OUTDOOR DINING HAS BEEN AN ADVANTAGE FOR PEOPLE AS WE MOVE FORWARD.

UM, YOU KNOW, THAT WANNA MAINTAIN THAT SOCIAL DISTANCING.

UM, BUT THE COUNTY EXECUTIVE FELT THAT THE, UH, BEST WAY TO HANDLE THAT WAS WE'D GO AHEAD AND CONTINUE THE TEMPORARY MORATORIUM FOR ANOTHER YEAR, WHICH WOULD ALLOW A, UH, NEW COUNCIL AND NEW ADMINISTRATION TO LOOK AT IT AND SEE IF IT'S SOMETHING THAT, UM, SHOULD BE LOOKED AT ON A MORE PERMANENT BASIS OR ALLOWED TO EXPIRE, UM, AT THE END OF 23.

YES, IT'S BEEN TALKED ABOUT THAT THIS IS SOMETHING THAT WE WANTED TO IMPLEMENT IN THE COUNTY FOR YEARS AND YEARS AND YEARS.

BUT TO USE A PANDEMIC TO DO SO IS QUITE CONCERNING.

I DO HAVE A COUPLE QUESTIONS HERE.

THE CAPACITY TO OPEN UP THESE RESTAURANTS INITIALLY BEFORE THE PANDEMIC, BEFORE INTRODUCING THESE OUTDOOR DINING, UH, PLACES, TO MY KNOWLEDGE, THEY REQUIRED A CERTAIN AMOUNT OF PARKING SPOTS.

THEY, THEY HAD TO MEET SOME CRITERIA.

AND IT'S ALSO, TO MY KNOWLEDGE, SOME OF THESE RESTAURANTS AREN'T MEETING THAT CRITERIA ANYMORE, BUT THEY ARE NOW HAVING EXTENDED HOURS, OR EXCUSE ME, EXTENDED PLACES OUTSIDE TO EAT THE RESTRICTIONS INSIDE THE EVERY OTHER TABLE WHERE EVERY OTHER SEAT, SIX FEET HERE AND SIX FEET THERE, THEY'RE NOT THERE.

THE BUILDINGS ARE PACKED INSIDE AND PACKED OUTSIDE.

UM, SO HOW CAN THAT BE? ARE THEY STILL, ARE THEY VIOLATING WHAT THEY, UH, WERE INTENDED TO BE AT THE BEGINNING? AND THEN LAST BUT NOT LEAST, YOU KNOW, AND I'M GLAD THAT MR. BONNA FACE IS HERE.

MAYBE, UM, HE CAN ANSWER THESE QUESTIONS OR MR. GLASSMAN CAN COME GIVE AN ACTUAL PRESENTATION.

BUT TO MY KNOWLEDGE, LAST YEAR, GOVERNOR HOGAN IN SAID THAT HE RECOMMENDS THAT THIS GETS EXTENDED THIS YEAR.

HE WAS DEAD SILENT, DIDN'T MAKE A RECOMMENDATION, BUT IT SAYS, SAYS HERE, WHEREAS DUE TO THE CONTINUED SPREAD OF COVID 19, I WANT SOME EVIDENCE AND I WANT SOME INFORMATION FROM THE PERSON THAT IS RECOMMENDING THIS.

WHETHER IT BE MR. GLASSMAN OR MR. BONNA FACE, THE COUNTY EXECUTIVE, AGAIN, FINDS IT NECESSARY TO CONTINUE TO FACILITATE AND ENCOURAGE THE CONTINUATION OF SOCIAL DISTANCE AND, AND THE OPERATION OF OUTDOOR SEATING AREAS AT RESTAURANTS, BARS, BREWERIES, NIGHTCLUBS TO AGAIN, RENEW THE TEMPORARY MORATORIUM WHEN THE APPLICATION OF CERTAIN PROVISIONS OF THE HARFORD COUNTY ZONING, UH, CODE TO ENCOURAGE OUTDOOR DINING.

THIS MAKES NO SENSE TO ME.

SO I WOULD ASK YOU GUYS TO DO WHAT IS RIGHT IF YOU WANT IT TO HAPPEN, MAKE IT PERMANENT, BUT STOP PANDERING AROUND FOR THREE STRAIGHT YEARS ON A TEMPORARY MORATORIUM.

COUNCIL PRESIDENT, MEMBERS OF THE COUNCIL, UM, ROBBIE SANLESS, HARTFORD COUNTY TREASURER.

THE, UH, THE COUNTY EXECUTIVE IS PROPOSING SOME CHANGES, UH, TO LO LSAP, WHICH JUST STANDS FOR THE LENGTH OF SERVICE AWARD PROGRAM FOR OUR VOLUNTEER FIREFIGHTERS.

AND THE CHANGES DEAL WITH LOWERING THE AGE, UM, AT WHICH A VOLUNTEER, UM, WHEN AT WHICH LOWERING THE AGE, UH, FOR A VOLUNTEER, WHEN HE OR SHE CAN START RECEIVING BENEFITS AS WELL AS REMOVAL OF THE CAP FOR THE TOTAL MONTHLY BENEFIT AMOUNT.

SO, JUST A REAL QUICK KIND OF BRIEF EXPLANATION ABOUT LOW SSAP.

IT'S A NON-CONTRIBUTORY, UH, A HUNDRED PERCENT COUNTY FUNDED OR LESS AUGMENT TO THE VOLUNTEER.

UM, UH, FIRE SYSTEM PROVIDES A MONTHLY CASH BENEFIT TO VOLUNTEERS WHO HAVE MET BOTH SERVICE AND AGE REQUIREMENTS.

THE SERVICE REQUIREMENT IS TO EARN 50 POINTS IN THE YEAR.

UH, AND POINTS CAN BE EARNED IN VARIOUS WAYS FROM GOING OUT ON A,

ON A CALL TO SERVE ON COMMITTEE, UH, TRAINING, WHAT, WHAT HAVE YOU.

SO IF YOU EARN 50 POINTS, YOU HAVE ONE YEAR OF OF SERVICE.

THE CURRENT PROGRAM PROVIDES $13 FOR THE FIRST 25 YEARS, UH, AND $6 FOR THE NEXT 25 YEARS TO A MAXIMUM OF 4 75.

A FEW YEARS AGO.

WE BUMPED UP THE FIRST 25 YEARS, UM, TO $13 FROM $12 WAS PART OF A COLA INITIATIVE.

UM, SO AN INDIVIDUAL CAN START COLLECTING WHEN THEY HAVE 25 YEARS, UM, AT AGE 55 OR 10 YEARS AT AGE 70.

SO THIS NEW PROPOSAL, UH, LOWERS THAT AGE REQUIREMENT TO 50 YEARS WITH 25 YEARS OR 60 YEARS WITH 10 YEARS.

SO THERE'S NO CHANGE IN THE SERVICE REQUIREMENT, ONLY IN THE AGE REQUIREMENT.

UH, THE PROPOSAL WOULD ALSO DO AWAY WITH THE CAP.

SO IF AN INDIVIDUAL CONTINUES TO VOLUNTEER, THAT INDIVIDUAL'S MONTHLY PAYMENT WOULD INCREASE BY RATE OF $6 A YEAR.

SO CURRENTLY THERE ARE ABOUT 2000 VOLUNTEERS IN THE SYSTEM AND OF THAT AMOUNT, ABOUT 515 ARE RECEIVING BENEFITS.

455 OF THEM ARE, UM, UH, THE PRIMARY VOLUNTEER AND THEN 60 ARE SURVIVING SPOUSES BENEFICIARIES.

UM, THE SURVIVING SPOUSES RECEIVE 75% OF THE DECEASED SPOUSES PAYOUT.

NOW, THAT WAS ANOTHER CHANGE WE MADE A FEW YEARS AGO.

FORMALLY IT WAS 50%.

SO THE CHANGE IN AGE ELIGIBILITY WILL MEAN THAT 132 INDIVIDUALS NOT CURRENTLY ELIGIBLE WILL BECOME SO, SO, 87 OF THEM WILL BE DUE TO THE CHANGE, UH, FROM, UH, UH, 70 TO 60 AND 45 DUE TO THE CHANGE FROM 55 YEARS, UH, OLD TO 50.

AND ALMOST ALL OF THE REMAINING VOLUNTEERS WILL BE ELIGIBLE, START COLLECTING BENEFITS, UM, IN THE FUTURE AT A SOONER DATE THAN THEY OTHERWISE WOULD'VE.

UH, THERE'S ALSO ABOUT 36 EMPLOYEES, UH, WHO HAVE MAXED OUT AT THAT, UM, UH, 50 YEARS OF SERVICE, THAT 4 75 AMOUNT WHO WOULD BECOME ELIGIBLE FOR THE HIGHER, UH, MONTHLY PAYOUTS.

NOW, THE EXACT BENEFITS ON AN INDIVIDUAL BASIS WILL KIND OF VARY.

UH, YOU COULD HAVE AN INDIVIDUAL WHO'S, WHO HAS, UH, UH, 50 YEARS OF SERVICE NOW.

THEY HAVE 51.

SO WHEN ADDITIONAL $6 A MONTH, UH, TO AN INDIVIDUAL WHO JUST BECAME ELIGIBLE UNDER THE 25 YEAR SERVICE, UH, PROVISION, AND WE'LL BE RECEIVING A, UM, A BENEFIT OF, OF 3 25.

SO SOMEWHERE IN THOSE, THOSE VARIES FOR, FOR ALL OF THE INDIVIDUALS.

UM, AND ANY OF THESE CHANGES WILL BECOME EFFECTIVE, UH, WITH THE PAYMENTS, UH, GOING OUT IN THE BEGINNING OF JANUARY.

AGAIN, IT'S A, UH, 60 MONTH AFTER, 60 DAYS AFTER THE LEGISLATION HAS PASSED.

UM, SO THE COST OF ALL THESE CHANGES IS, IS NOT JUST AS SIMPLE AS, AS THE EXTRA BENEFITS GOING OUT, UM, THIS YEAR OR NEXT.

AND THAT'S BECAUSE WE HAVE A DEDICATED TRUST WHEREBY WE IN, WE INVEST THE COUNTY'S CONTRIBUTION TO LOW SAP SO THAT WE WILL HAVE THE FUNDS AVAILABLE, NOT JUST TO PAY, UH, WHAT THE CURRENT BENEFICIARIES ARE RECEIVING TODAY, BUT SO THAT WE CAN PAY, UH, WHAT THE CURRENT VOLUNTEERS ARE EARNING TODAY, BUT WON'T BE PAID OUT FOR YEARS TO COME.

SO IN ORDER TO DETERMINE WHAT THE COUNTY CONTRIBUTION TO THE TRUST NEEDS TO BE, YOU KNOW, EACH YEAR WE DO AN ACTUARIAL ANALYSIS.

AND WHEN THERE IS A PROPOSED SIGNIFICANT CHANGE, THIS IS WHAT WE'RE DEALING WITH HERE.

UH, WE DO ANOTHER ACTUARIAL ANALYSIS FOR THAT.

SO THE CHANGES, UM, THAT WE'VE SPOKE ABOUT HERE TODAY, UH, UH, WILL COST THE ANNUAL REQUIRED CONTRIBUTION TO INCREASE BY $734,000 OVER WHAT IT WOULD HAVE BEEN, UM, WITH MOST OF THAT COST, ABOUT 700,000 OF IT, UH, COMING FROM THE CHANGE IN THE AGE REQUIREMENT.

AND IN ABOUT 30,000 OF IT FROM THE ELIMINATION OF, OF THE CAP FOR THE LONG TIME VOLUNTEERS, NEARLY ALL OF THAT 734,000, ALSO ABOUT 700,000, UM, IS FOR THE PRIOR SERVICE THAT WAS ALREADY EARNED BUT NOT FUNDED.

UM, THAT'S YOUR KIND OF YOUR UNFUNDED LIABILITY AS OPPOSED TO YOUR CURRENT YEAR SERVICE, YOUR, YOUR NORMAL COST.

BECAUSE WE'RE GOING BACK AND WE'RE SAYING THAT THOSE INDIVIDUALS, IF THEY HAD THAT PRIOR SERVICE FROM YEARS PAST, THEY WOULD THEN BECOME ELIGIBLE FOR THAT, THAT PAYMENT.

SO WE HAVE TO MAKE UP THAT, THAT GAP.

UM, NOW OVER TIME THAT UNFUNDED LIABILITY WILL GO AWAY.

UM, YOU KNOW, IF THE COUNTY CONTINUES TO, TO FUND THE PROGRAM CONTINUES TO, TO FUND IT, YOU KNOW, EACH AND EVERY YEAR, WHICH IS SOMETHING I WOULD EXPECT.

THAT'S ALWAYS A POINT WE MAKE TO THE CREDIT RATING AGENCIES EACH AND EVERY YEAR.

HOW HARTFORD FUNDS A HUNDRED PERCENT OF ITS TRUST OBLIGATIONS, WHETHER IT'S OEV OR THE SHERIFF'S OFFICE PENSION OR THE LOW SSAP SYSTEM.

NOW THE ANNUAL COST, UM, FROM YEAR TO YEAR WILL VARY KIND OF DUE TO A HOST OF ASSUMPTIONS CHANGING FROM MORTALITY, UM, TO THE EXPECTED RETURN, OUR INVESTMENTS TO THE ACTUAL PERFORMANCE OF OUR INVESTMENTS.

UM, SO WITH ALL OF THESE CHANGES, THE ESTIMATED ANNUAL REQUIRED CONTRIBUTION, UM, IS ABOUT $2 MILLION.

IT'S ACTUALLY A LITTLE LESS, THAT'S LESS THAN IT IS, UM, THIS YEAR AND ABOUT THE SAME AS WHAT IT WAS, UM, IN YEARS PAST.

NOW AS WE GET INTO THE FUTURE, AGAIN, LOTS OF UNCERTAINTY, UM, YOU KNOW, WITH, PARTICULARLY WITH WITH INVESTMENTS.

SO YEAH, WE, WE, WE, WE MAY VERY WELL SEE, KNOW THE COSTS KIND OF GO UP, UM, GO UP SOMEWHAT IN SOME YEARS AND KIND OF, AND KIND OF SWING BACK DOWN.

UM, YOU KNOW, BUT AGAIN, WHEN WE TAKE THESE, THESE FUNDS INTO THIS TRUST, YOU KNOW, WE'RE INVESTING FOR, UM, WE'RE INVESTING FOR THE LONG HAUL.

AND SO WE'VE BEEN THE BENEFICIARY OF SOME, SOME VERY STRONG INVESTMENT YEARS AND, UM, ALSO SOME CHALLENGING INVESTMENT YEARS.

SO CURRENTLY THE PLAN IS FUNDED, UM, ABOVE A HUNDRED PERCENT, UM, AT 109%.

AND IF THESE CHANGES

AREN'T ENACTED, WE WOULD STILL BE AT THE 94% FUNDED LEVEL.

IT'S STILL A REALLY GOOD PLACE TO BE.

REALLY, ANYTIME YOU'RE OVER 80% IS A GOOD, GOOD PLACE TO BE.

UM, AND THEN AGAIN, JUST TO ALWAYS REMIND THAT ANY OF THE FUNDS IN THE LOW SEP TRUST CAN ONLY BE USED FOR LOEP.

SO ONCE WE PUT 'EM IN THERE, THEY CAN'T BE REALLOCATED TO ANY OTHER MEANS, YOU KNOW, RETURN TO THE GENERAL FUND OR, OR ANYTHING LIKE THAT.

ESPECIALLY IF THE DEPARTMENTS GET OUT AND PUT THE INFORMATION OUT, WE CAN USE IT AS A RECRUITING TOOL.

I ALSO WANNA TAKE A MOMENT TO THANK THE ADMINISTRATION, MR. BONNA FACE, AND YOU OF COURSE FOR PUTTING IT TOGETHER AND BRINGING THIS UP HERE.

PAST, WE'VE TRIED TO GET THIS THROUGH AND PUT IT ON, BUT THERE WAS HURDLES WITH SEEING WITH THAT $2 MILLION A YEAR AND COMING UP WITH THAT.

BUT THIS, UH, THIS IS DEFINITELY WELCOME AND NEEDED.

I DO ENCOURAGE THE FIRE SERVICE TO MAKE SURE THAT WE USE THIS AS A RECRUITMENT TOOL, PROVIDING US GOS THROUGH.

UH, I KNOW IT ONLY HITS A CERTAIN AGE GROUP AND SEGMENT THAT THIS WORKS AT WHEN I JOINED THE FIRE DEPARTMENT AND WHEN I WAS 16, I DIDN'T CARE ABOUT LOS APP.

IN FACT, I DIDN'T EVEN REALIZE I WAS COLLECTING IT WHEN I FIRST JOINED.

I DIDN'T EVEN KNOW ABOUT IT.

AND ONE OF THE MEMBERS AT THE TIME SAID, OH, YOU'RE NOT EVEN ELIGIBLE TO GET IT UNTIL YOU TURN 21.

SO THERE WAS ACTUALLY A GAP.

THEY RECENTLY FIXED THAT FROM 16 TO TO 21.

AND SO I, I KNEW NOTHING ABOUT IT.

DIDN'T EVEN KNOW IF I WAS GONNA BE IN THE FIRE DEPARTMENT THAT LONG, OF COURSE.

AND HERE ALMOST 30 YEARS LATER.

UM, BUT I THINK IT IS AN IMPORTANT TOOL, ESPECIALLY PEOPLE THAT HIT IN THE LITTLE BIT LATER LINES OF LIFE AND WE CAN RETAIN THEM AS, YOU KNOW, IT'S NOT GONNA CHANGE MY THOUGHT ON IT.

I'VE ALWAYS WORRIED ABOUT THE BRINGING IT TO AGE 50 FOR ONE REASON.

THE GUYS THAT ARE MEN AND WOMEN ARE BETWEEN 50 AND 60, THEY'RE STILL STRONG, READY TO GO, CAN RUN FIRE CALLS AND OUTRUN A LOT OF PEOPLE.

I DO WORRY THAT SOMETIMES THAT MIGHT AFFECT THAT, BUT I THINK WE CAN COME UP WITH TOOLS TO, TO KEEP THEM ENGAGED AND KEEP THEM COMING BACK.

UH, NOT ENOUGH.

IT'S NOT ENOUGH OF A WORRY TO MAKE ME PUT AN AMENDMENT OR CHANGE OR, OR THAT I DON'T, I THINK THE BENEFITS OUTWEIGH THE ONE OR TWO PEOPLE THAT MIGHT SAY, HEY, I'M AT 50 AND I'M NEVER GONNA COME TO THE VOLUNTEER FIREHOUSE AGAIN.

BUT, UH, THAT IS ONE CONCERN.

I THINK THAT'S SOMETHING EACH COMPANY DEPARTMENT CAN TAKE CARE OF INTERNALLY TOO AND FIX.

I MEAN, WE, WE KNOW WHICH ONES ARE, UM, HOMEOWNER OCCUPIED BECAUSE IT'S IN THE STATE DEPARTMENT OF ASSESSMENT TAXATIONS.

UH, WE'RE HERE THIS EVENING TO TALK ABOUT THE, UH, BOARDING FEE.

AS MANY OF YOU KNOW, WE HAVE A WEEKEND OR PROGRAM, UH, HERE AT THE HARTFORD COUNTY DETENTION CENTER.

IT'S OF COURSE DESIGNED SO THAT INDIVIDUALS THAT ARE SENTENCED HERE IN HARTFORD COUNTY THAT ARE EMPLOYED CAN CONTINUE ALONG WITH THEIR GAINFUL EMPLOYMENT WHILE THEY'RE ACTUALLY SERVING THEIR SENTENCE, UH, TO THE CITIZENS OF HARVARD COUNTY.

UH, WHAT THIS PROGRAM, UH, WHAT THIS PROGRAM DOES AND WHAT THIS RESOLUTION WILL DO IS ACTUALLY PUT A PROCESS IN PLACE THAT WILL GIVE THE GENTLEMAN TO MY LEFT THE WARDEN THE ABILITY TO WAIVE THOSE FEES, UH, IF THERE IS A HARDSHIP THAT COMES INTO PLAY.

SO WHAT HAPPENS HERE IS, UH, AS IT CURRENTLY STANDS, UH, WHEN AN INMATE IS SENTENCED TO THE HAR COUNTY DETENTION CENTER, THEY'LL GO BEFORE A JUDGE.

THE JUDGE WILL THEN HAVE THE ABILITY TO WAIVE THEIR FEES.

NORMALLY THIS HAPPENS WHEN THEIR ATTORNEY ASKS FOR IT.

UM, SO WE'RE, WE'RE SEEING A PROCESS WHERE SOMETIMES, UH, YOU KNOW, IT'S NOT BASED ON INCOME, IT'S NOT BASED ON NEEDS, IT'S JUST BASED ON WHETHER THE ATTORNEY ASKS FOR IT OR NOT.

UH, WHAT THIS RESOLUTION IS SEEKING TO DO IS TO PUT THAT PROCESS IN PLACE SO THAT OUR, UH, WARDEN OF THE DETENTION CENTER WILL BE ABLE TO WAIVE THOSE FEES.

CURRENTLY THOSE FEES ARE TWO HOURS, UH, TWO HOURS OF THEIR HOURLY, OF THEIR HOURLY RATE MULTIPLIED BY THE NUMBER OF CREDITS THAT THEY'RE ACTUALLY SERVING.

SO THE NUMBER OF WEEKEND DAYS THAT THEY'RE SERVING HERE IN OUR FACILITY.

SO I WILL NOW TURN IT OVER TO THE WARDEN AND HE'LL GIVE YOU SOME, UH, SOME STATISTICS ON THE PROGRAM.

SO THIS FIRST CAME TO LIGHT, UM, ABOUT A YEAR AND A HALF AGO WHEN THE COUNTY CAME TO DETENTION CENTER, WAS QUESTIONING THE REDUCING REVENUES.

UM, AND IT WAS ALL REVOLVING AROUND COVID.

THE WEEKEND PROGRAM WAS NON-EXISTENT.

UM, THE INMATE POPULATION WENT DOWN CONSIDERABLY AND WE EXPLAINED THAT TO THEM.

IT MADE US START LOOKING AT THE WEEKEND PROGRAM, WORKING WITH THE COUNTY LAW DEPARTMENT AND, UH, TRYING TO ESTABLISH THE GROUNDS IN THE LAW AS PERTAINS TO THE WEEKEND PROGRAM.

AND IN THE LAW IT SAYS THAT THERE HAS TO BE THE GOVERNING BODY, WHICH IS THE COUNTY COUNCIL, HAS TO SET A PROCEDURE IN PLACE LIKE MR. ROBY SAID TO THE DIFFERENT JUDGES IN THE DISTRICT COURT, CIRCUIT COURT.

THERE WAS NO CONSISTENCY ON THE WAVING OF THE BOARD BILLS.

UM, SO WE ARE JUST ASKING TO DO WHAT THE LAW IS SAYING IS PUT CONSISTENCY IN THE WAVING OF THE BOARD BILL AND ALLOWING THE DETENTION CENTER TO BE THE, UM, CENTRAL REPOSITORY.

THE CENTRAL DECISION MAKING ON THE WEEKEND PROGRAM.

THE WEEKEND PROGRAM IS VERY IMPORTANT

TO THE CITIZENS OF HARTFORD COUNTY.

UM, BECAUSE WE HAVE SOME MODEL INMATES THAT JUST GOT INTO A LITTLE BIT OF TROUBLE AND THEY WERE SENTENCED TO THE DETENTION CENTER.

THEY'RE WORKING INDIVIDUALS THAT HAVE JOBS DURING THE WEEK AND EVEN ON THE WEEKENDS.

UM, YOU, WE CALL IT THE WEEKEND PROGRAM, BUT IT'S NOT REALLY A WEEKEND OR PROGRAM CUZ THERE ARE PEOPLE THAT WORK FRIDAY AND SATURDAY AND SUNDAY AND THE JUDGES THEM THEN SENTENCE THEM TO LIKE A MONDAY THROUGH WEDNESDAY TYPE SENTENCE.

SO EVEN THOUGH IT'S CALLED A WEEKEND OR PROGRAM, IT'S TRULY NOT.

IT'S, IT'S THE JUDGES HAVE THE ABILITY TO SENTENCE SOMEBODY UP TO 48 HOURS CONSECUTIVE, UM, CONFINEMENT.

UM, WE JUST CALL IT THE WEEKENDER PROGRAM.

IT'S A PROGRAM THAT IS A, UH, PROGRAM OFFERED BY SHERIFF GAYLOR, UM, YOU KNOW, WHO RUNS THE DETENTION CENTER.

UM, SO WE JUST WANNA MAKE SURE THAT THE POLICY, THE LAW, ALL ALIGN TO THIS.

UM, JUST TO GIVE YOU A LITTLE BIT OF INFORMATION, IT COSTS ABOUT $233 PER DAY TO HOUSING INMATE AT THE HARTFORD COUNTY DETENTION CENTER.

I CURRENTLY HAVE ANYWHERE FROM 30 TO 40 WEEKENDERS COMING IN IS THEIR SENTENCE.

SO THE MAJORITY OF THEM COME IN ON A FRIDAY NIGHT BETWEEN THE HOURS OF 5:00 PM AND 8:00 PM UM, 40 INMATES COMING IN AT ONE TIME THROUGH THE INTER AGENCY PROCESSING CENTER IS A HUGE STRAIN ON THE STAFF IN THE DETENTION CENTER BECAUSE WE HAVE, WE HAVE TO PROCESS THEM INTO THE FACILITY, BOTH THROUGH BOOKING AND ALSO MEDICALLY.

UM, WHICH CAUSES ME TO SOMETIMES HAVE UP TO EIGHT DEPUTIES ON OVERTIME WORKING JUST TO GET THESE INMATES IN, RECEIVE THEM, SEARCH 'EM, GIVING THEM INTO THEIR INMATE UNIFORM AND THEN GETTING 'EM OVER TO MEDICAL FOR MEDICAL SCREENING BEFORE THEY'RE HOUSED IN THEIR HOUSING AREA.

UM, SO THAT'S WHERE THE STRAIN IS PUT ON THE DETENTION CENTER AND THE ADDED COST, UM, FOR HOUSING THESE PARTICULAR INJURIES.

BUT I DO SEE THE BENEFIT BECAUSE WE ARE KEEPING HARPER COUNTY CITIZENS EMPLOYEES, IT ALLOWS THAT TO HA HAPPEN.

UM, SO WE'RE JUST ASKING TO FORMALIZE IT AND GIVE A WAY TO IF NEED BE WAIVED, THESE BOARD BILLS.

OKAY.

UM, ANYTHING ELSE MR. RUBY? NO, JUST, UH, MR. PRESIDENT AS, AS THE BOARD MENTIONED, AS YOU CAN IMAGINE, IF SOMEONE'S SENTENCED FOR 20 DAYS AND THEIR SENTENCED IS, UH, IS THROUGH THAT NON-CONSECUTIVE PERIOD OF 48 HOURS, THE WEEKEND OR PROGRAM, UH, THEY'RE COMING IN AND OUT OF OUR FACILITY 10 DIFFERENT TIMES.

WHEREAS THAT INMATE THAT'S JUST SENTENCED, THAT DOES THEIR 20 DAY STRAIGHT SENTENCE, THEY'RE COMING IN ONCE.

THEY'RE LEAVING ONCE.

SO AS YOU CAN SEE, THERE'S WHERE THE ADDED COST COMES INTO PLAY, AND THAT'S WHY THE CORRECTIONAL SERVICES ARTICLE, UH, IN, IN MARYLAND LAW ACTUALLY GIVES THE ABILITY TO THE LOCAL GOVERNMENT TO CHARGE THAT FEE FOR, UH, FOR BOARDING, FOR LODGING AND FOR CLOTHING.

NOW, I, UM, I, I DO APPRECIATE THE, UM, THE JUDGE'S UNDERSTANDING THAT WE NEED TO KEEP EVERYONE EMPLOYED AS MUCH AS WE CAN AND, AND, UM, DOING EVERYTHING THEY CAN TO, UH, WORK WITH THEM.

THEY WOULD RECEIVE A MEDICAL PACKET BECAUSE WE NEED MEDICAL INFORMATION AND THEY GO OVER THE RULES SO THEY UNDERSTAND THE RULES.

THE MEDICAL PACKET WOULD HAVE TO BE SUBMITTED THREE DAYS BEFORE THEIR INCARCERATION FOR MEDICAL TO BRIDGE OVER THEIR MEDICINES THAT WE NEED TO ADMINISTER TO THEM WHILE THEY'RE IN THE DETENTION CENTER.

SO IT'S ALL PRE THEIR FIRST NIGHT COMING IN TO GET BOOKED IN AND RECEIVE ALL THAT INFORMATION.

SO, SO THEY, THEY, THERE'S NO DOUBT THAT THEY KNOW WHAT THEIR EXPECTATIONS ARE.

CORRECT, YES.

UM, FROM WHAT I'M HEARING, IT ACTUALLY SOUNDS LIKE THE PROGRAM IS JUST NOT BENEFICIAL AT ALL.

AND SO I JUST HAD A COUPLE OF CONCERNS WITH IT.

I'M REALLY, I REALLY APPRECIATE THE PRESENTATION YOU GUYS GAVE CUZ IT HELPED ME WITH SOME CLARIFICATION ON THINGS THAT I HAD CONCERNS ABOUT.

UM, I DO THINK THAT BEFORE MAKING A DECISION, UM, I WOULD ASK THAT YOU PRESENT DATA TO SHOW HOW MUCH OF THESE STAY TO PAY FEES ARE ACTUALLY COLLECTED IN OTHER SYSTEMS AND IN THIS CURRENT SYSTEM, BECAUSE I KNOW THAT THAT'S SOMETHING WITH MANY OF THE SYSTEMS THAT'S NOT ACTUALLY HAPPENING.

AND SO THE FEES KIND OF JUST LINGER.

AND YES, WE ARE GOING TO, AS, UH, MR. JEN JORDANO ASKED, WE ARE GOING TO END UP PAYING FOR IT.

THE COUNTY IS GONNA PAY FOR IT, BUT AT THE SAME TIME, THE COUNTY'S ALREADY PAYING FOR THE INDIVIDUALS TO BE INCARCERATED AND IN THE JAIL SYSTEM.

UM, SO THAT'S ONE OF THOSE THINGS I THINK THAT OUR PRISON SYSTEM SHOULD NOT, SHOULD BE ABOUT REFORM AND NOT FINANCIAL GAIN.

OUR SYSTEM ONLY ATTEMPTS TO REFORM AT THE JAIL LEVEL INSTEAD OF AT THE POVERTY LEVEL.

AND THIS MAKES IT RIGHT FOR DISCRIMINATION, NOT NECESSARILY COLOR DISCRIMINATION, FINANCIAL DISCRIMINATION.

UM, SO THAT'S ONE OF MY CONCERNS AROUND THIS.

UM, LEAVING THE DECISION JUST ON THE WARDEN, YOU KNOW, I THINK THAT THERE SHOULD ACT, THERE SHOULD BE SOME OVERSIGHT THAT'S ALSO INCLUDED IN THE BILL.

PEOPLE WITH CRIMINAL RECORDS ALREADY STRUGGLE TO FIND EMPLOYMENT AND YES, THEY DID THE CRIME, BUT IF THEY DID THEIR TIME, WHY DOES THE RECORD CONTINUE TO FOLLOW THEM? WE HAVE SO MANY, UM, LOCATIONS I KNOW IN HARTFORD COUNTY THAT ARE IN NEED OF VOLUNTEERS AND VOLUNTEER SERVICES.

AND AS I SAID, IT SEEMS LIKE THE PROGRAM ITSELF IS JUST NOT BENEFICIAL COST WISE TO OUR COUNTY.

IT'S NOT GONNA BE BENEFICIAL FOR THE WARD, AND I HAVE TO MAKE THOSE DECISIONS.

WE SHOULD BE ABLE TO UTILIZE THOSE PEOPLE IN OTHER AREAS.

AND SO THOSE ARE JUST, YOU KNOW, MY FEEDBACK ITEMS THAT I WANTED TO GIVE TO YOU BECAUSE I'VE SEEN THE STRUGGLE IN OUR COUNTY WITH PEOPLE GETTING GAINFUL EMPLOYMENT.

UH, JEANIE AND I WISH TO EXPRESS OUR DEEPEST CONDOLENCES TO THE DARTY LAE SMITH BOWMAN, HES AND MENOR CARGO FAMILIES.

UM, OUR FIRST RESPONDERS AND FIRE AND EMS FAMILY HAS LOST TWO MEMBERS, UH, MR. LAMONE FROM WAFER THREE.

UM, AND, UH, DB SMITH SENIOR FROM ABERDEEN.

UM, OUR EMERGENCY MANAGER, MR. RICK, HES LOST HIS MOTHER, MARY AIRS WAYNE DARTY, UH, IN HA GRACE, WHO WAS A FORMER COUNCILMAN AND MAYOR OF HA GRACE, I SERVED ALSO AS A HA GRACE POLICE OFFICER IN THE, IN THE, UH, HARFORD COUNTY SHERIFF'S OFFICE FOR QUITE SOME TIME.

UM, AND I DO REMEMBER WHEN I FIRST JOINED HA, GRACE AMERICAN LEGION ANALYST CORPS BACK IN THE SEVENTIES, THE EARLY SEVENTIES.

WAYNE WAS THERE, SO, UH, HIS SERVICE TO THE COUNTY GOES WAY BACK.

UH, ALSO, UH, WE LOST EDDIE BOWMAN, UH, WHO LIVED ON AL DINER ROAD, WHO WORKED FOR BARTON FELDER FOR YEARS.

UH, HE OUT OF THE BLUE ONE DAY, GENIE HAD A PROBLEM WITH A TIRE, FLAT TIRE HE ROLLED UP ON AND GOT OUT OF HIS TRUCK, PULLED HER TIRE OFF THE VEHICLE, FIXED IT, PUT IT BACK ON AND DOWN THE ROAD HE WENT.

NEVER SAID ANYTHING, BUT THANK YOU AND BE SAFE.

SO, UM, HE'S GONNA BE MISSED AS WELL.

AND THEN, UH, CARRIE MINS OR CARGO, UH, DIED TRAGICALLY IN A CAR ACCIDENT THIS PAST WEEK OR SO.

UM, AND SHE WAS EXTREMELY ACTIVE IN HER COMMUNITY, AND SHE WILL BE MISSED AS THEY ALL WILL BY MANY.

HE PASSED AWAY UN OR UNEXPECTEDLY ON MONDAY.

AND HIS SERVICES WERE TODAY A MEMBER THAT JOINED WHEN I WAS FIRE CHIEF DREW HALLMAN, UH, YOUNGER MEMBER.

HE PASSED AWAY VISITING HIS FAMILY DOWN IN FLORIDA, UH, UNEXPECTEDLY ALSO AND EARLIER THIS WEEK.

AND HE WAS A MEMBER OF FALLS FOR YEARS DROP OF MAGNOLIA AS WELL.

AND, UH, THEN DAN LIVING, DAN.

DAN AND I HAVE KNOWN EACH OTHER FOR A VERY LONG TIME, AND UNFORTUNATELY I WAS STUCK DOWN SOUTH THO THE HURRICANE AND COULDN'T GET UP HERE, SO I MISSED HIS FUNERAL, UNFORTUNATELY.

UM, WE FORMED THE COUNTY RESCUE TEAM TOGETHER, AND THIS WEEK WE WERE SUPPOSED TO DO SOME WORK ON WHAT'S NEXT FOR THE COUNTY TOGETHER AND JUST GONNA MISS HIM A WHOLE LOT.

UH, IT WASN'T EVEN, I GUESS A MONTH AGO, YOU AND I, I ARE ON A RESCUE BOAT TOGETHER OUT IN THE RIVER, SO WITH CHEMO A COUPLE TIMES A DAY AND EVERY DAY HE WAS STILL GETTING IT EVERY DAY.

AND EDGEWOOD, WHAT DID I SAY? I SAID, HA EDGEWOOD, I'M LOOKING AT EDGEWOOD.

UM, YEAH, THE, THE 11TH ANNUAL EDGEWOOD HIGH SCHOOL HALL OF FAME.

I ATTENDED THE ABERDEEN CHAMBER OF COMMERCE MEETING ON SEPTEMBER 27TH FOR THEIR, UH, ECONOMIC DEVELOPMENT AWARDS.

THE ECONOMIC DEVELOPMENT AWARD WENT TO FAMOUS IN SPAN INSURANCE, WHICH HAS BEEN AROUND FOREVER.

UH, REVITALIZATION AWARD WENT TO THE ABERDEEN VOLUNTEER FIRE DEPARTMENT FOR THE, UH, THE NEW FIRES FIREHOUSE THERE AND, AND EVERYTHING THEY PROVIDE FOR THE COMMUNITY.

AND THE GOOD NEIGHBOR AWARD WENT TO GOLDEN CORRAL AFTER THEIR, UH, RENOVATION PROJECT.

AND IT'S, IT LOOKS LIKE A WHOLE NEW STRUCTURE INSIDE AND OUT.

MM-HMM.

UM, AS I WON'T BE HERE WHEN THE NEW COUNTY EXECUTIVE TAKES OVER, I WOULD LIKE TO ENCOURAGE AND MAYBE THOSE COUNCIL MEMBERS WHO REMAIN, UH, BRING IT TO HIS ATTENTION THAT, UH, UH, THE BOARDS AND COMMISSIONS OF WHICH WE HAVE 40 OF, UH, IF UNLESS THERE'S A LAG IN THE, UM, THE OUR IT THAT DOESN'T PROVIDE, UH, ACCURATE INFORMATION, IT APPEARS THAT THERE ARE MANY BOARDS AND, AND COMMISSIONS THAT THE, UH, AND THIS CAME UP LAST WEEK WHEN WE HAD THE, UH, APPOINTMENTS TO A COUPLE OF THEM.

UM, A LOT OF THOSE TERMS HAVE EXPIRED AND SOME OF THOSE HAVE DEFINITE EXPIRATION DATES.

IT'S NOT LIKE THEY CARRY ON THROUGH, IT'S NOT LIKE THEY GO CONTERMINOUS WITH THE COUNTY EXECUTIVE.

THEY ARE LONG EXPIRED AND GONE.

AND, AND WE STILL HAVE EITHER PEOPLE IN THERE OR WE HAVE PEOPLE THAT HAVE MOVED TO SOME OTHER LOCATION.

THEY'RE NOT HARTFORD COUNTY RESIDENTS.

AND THE ONE IN PARTICULAR THAT, UH, I WANT TO POINT OUT AND, AND MAKE SURE THAT ONE IS DONE SOONER THAN LATER IS THE BOARD OF ETHICS.

WHERE IS THE COMMON SENSE? ON AUGUST 4TH, A HARPER COUNTY JUDGE DENIED AN INJUNCTION TO TEMPORARILY HALT THE TREE CLEARING AT ABINGTON WOODS, ALLOWING CONTINUED FOREST THE UM, FOREST REMOVAL TO OCCUR WHILE KNOWING THAT AN APPEAL WAS IN THE QUEUE.

THAT SAME JUDGE GRANTED THE CHESAPEAKE BAY FOUNDATION'S REQUEST SIX WEEKS LATER, WHICH REQUIRED THE DEVELOPER TO STOP THE CLEARING BUT WAS ALLOWED TO CONTINUE THE WORK.

I PASS THAT AREA EVERY DAY AND I CAN SEE THAT THAT DEVELOPER IS WORKING HARD TO CONVERT THE ALREADY CLEARED LAND INTO ROADS AND OTHER INFRASTRUCTURE TO SUPPORT THEIR PLAN.

AM I THE ONLY ONE THAT THINKS THAT THE PROJECT WILL BE TOO FAR GONE TO REVERSE THE DAMAGE WHEN THE PROJECT IS STOPPED? WHERE IS THE COMMON SENSE NOW? A DEVELOPER, THIS IS A THIRD DEVELOPER, SO THEY'RE NOT THE SAME DEVELOPER, UM, HAS SUBMITTED A NEW PLAN FOR THE DESTRUCTION OF THE 711 ACRES OF FARMLAND ON THE PERIN PENINSULA.

THE PLAN HAS CHANGED TO REDUCE THE NUMBER OF PARKING SPACES BY 600 SPOTS.

IT HAS DECREASED THE LARGEST SHIFT EMPLOYEE NUMBER BY 1400 TO 953.

AND WHY NOT? THIS IS JUST A PIECE OF PAPER HISTORY SHOWS THAT ONCE APPROVED, THE DEVELOPER CAN CHANGE PLANS AND STILL GO FORWARD WITH THE PROJECT.

WHERE'S THE COMMON SENSE? WHY ARE NO ELECTED OFFICIALS TRYING TO FACILITATE SAVING GREEN SPACE, SAVING FOREST, SAVING OUR WATERS IN NOVEMBER? I'M GOING TO VOTE FOR THOSE REPRESENTATIVES THAT HAVE COMMON SENSE.

WE NEED INFORMATION.

WE DON'T HAVE DIRECT ACCESS TO COUNTY PROJECTS AND PROGRESS REPORTS.

SO HOW CAN WE STAY CURRENT WITH PROPOSED DEVELOPMENT IN OUR BACKYARDS BY SHEER PERSISTENCE OF OTHERS AND SCOURING WHAT PUBLIC INFORMATION IS AVAILABLE? AS A CITIZEN OF PERRYMAN PENINSULA, I, ALONG WITH MS. CHANEL, LEARNED THERE WAS A SIGNIFICANT CHANGE IN SCOPE TO THE PROPOSED MITCHELL FARM DEVELOPMENT.

I LEARNED THE PROJECT SHIFTED TO A HIGH CUBE FREIGHT DISTRIBUTION TERMINAL, INCREASING BUILDING HEIGHT FROM 40 FEET TO 65 FEET.

YET ANOTHER SIGNIFICANT CONTORTION TO AN ALREADY GROTES PROJECT SITUATED ON THE BANKS OF THE BUSH RIVER, WHICH FEEDS DIRECTLY TO THE CHESAPEAKE GUY.

THIS PROPOSED SHIFT TO THE MASSIVE PROJECT, THE NUMBERS JUST DON'T ADD UP.

CHANGES TO EMPLOYEE COUNTS GO DOWN.

SO THERE'S A DEFICIT TO THE PROPOSED PROJECT BENEFIT IN TERMS OF JOBS, BUT CORRESPONDING PARKING SPACES AND TRAFFIC COUNTS DON'T RE REDUCE PROPORTIONATELY.

HOW CAN THIS BE OTHER THAN CITIZENS BEING AFFECTED BY THE PROJECT WHO'S PAYING ATTENTION? CLEARLY AS MR. WAGNER STATED, WE'VE LET OVERSIGHT COMMITTEES SUCH AS A BOARD OF ETHICS AND OTHERS LAPSE HAS THE COUNTY GOTTEN SO COZY WITH OUTSIDE INTEREST THAT WERE BLIND TO ILLOGICAL MATHEMATICAL MANIPULATIONS.

MEANWHILE, PERRYMAN REMAINS UNDERSERVED WITH HOUSEHOLD INCOMES LESS THAN THE HARTFORD COUNTY AVERAGE.

AS HARTFORD COUNTY PREPARES TO CELEBRATE 250 YEARS.

WHAT SHOULD WE CELEBRATE IN PERRYMAN? 30 YEARS OF DUMPING IN PERRYMAN HAS NOT PRODUCED THE PROMISED ECONOMIC BENEFITS FOR 30 YEARS.

THAT MAY HAVE BEEN A COUNTY OVERSIGHT, BUT NOW THAT THE COUNTY CLEARLY KNOWS IT'S CALLED DISCRIMINATION.

SUPPORT THE COUNTY'S COMMITMENT OR REVITALIZE IN OLDER INDUSTRIAL AREAS OF HARFORD COUNTY.

THIS TAX INCENTIVES, THE TAX CREDITS AVAILABLE FOR 10 YEARS ON PROPERTY TAXES.

THIS TAX CREDIT'S A THOUSAND DOLLARS TAX CREDIT PER PERSON IN THE FIRST YEAR AND INCREASES TO 6,000 PER EMPLOYEE OVER THREE IN 2022.

WE STILL HAVE EMPTY, UH, FREIGHT DISTRIBUTION CENTERS ON ROUTE 40 IN THE PERRYMAN AREA.
