WE WERE ALSO TOLD BY THE NEIGHBORS NEXT TO US THAT HE LIKED TO TAKE PICTURES OF THE PREVIOUS OWNER'S KIDS WHEN THEY GOT OFF THE BUS EVERY DAY IT'S A LITTLE SUSPICIOUS.

PASTOR AXEL CLAIMS THAT HE GOT PERMISSION TO CUT DOWN TREES AND BUILD THE DRIVEWAY ACROSS OUR PROPERTY, BUT THERE IS ZERO LEGALITY TO THAT.

WE PAID TO HAVE A FULL SURVEY DONE AND THAT PROVES THAT HE BUILT ON OUR PROPERTY AT LET'S SAY ENCROACHMENT.

THEN PASTOR AXEL STARTED SCREAMING AT MY HUSBAND, TOM, THAT HE WILL NOT HELP FIX THE DAMAGE THAT HE CAUSED ON OUR PROPERTY.

THAT HE WOULD SUE US AND TAKE ALL OF OUR MONEY, AND THAT HE CAN PARK ANY CARS ON OUR PROPERTY, ON NEIGHBOR'S PROPERTY ACROSS THE STREET AND ANYWHERE THAT HE WANTS TO, WHICH HE CANNOT.

WE KNOW WE ARE BEYOND GETTING HELP FROM HIM IN FIXING THIS ENCROACHMENT DAMAGES, BUT WE WOULD LIKE TO SEE A FENCE BUILT BETWEEN OUR PROPERTY, THE FULL LENGTH FROM THE ROAD TO THE CORN, THE REST, OTHER SIDE OF THE PROPERTY, SO WE CAN HAVE PRIVACY FROM THAT.

WHEN YOU GO HOME TONIGHT, LOOK AT ALL THE CHURCHES AROUND AND SEE HOW MANY CHURCHES HAVE GATED LOTS WITH ALL OF THEIR LIGHTS OFF LIKE HIS CHURCH DOES.

I MAY COUNCIL THE ZOE BOARD CAN'T, CAN'T GO AROUND AND START LOOKING AT OVER PLACES.

IT'S VERY SUSPICIOUS HOW HE MAKES BOLD CLAIMS ABOUT GIVING FOOD FROM THE MARYLAND FOOD BANK.

BUT SINCE HE HAS STARTED, YOU CANNOT FIND THAT LOCATION LISTED ON THE MARYLAND FOOD BANK'S WEBSITE FOR FAMILIES IN NEED.

YOU CAN FIND FAMILIES IN LIST EVERY OTHER PLACE EXCEPT THAT CHURCH.

I THINK THAT'S A LITTLE WEIRD.

HE HAS NUMEROUS DIFFERENT PEOPLE THAT MOW HIS LAWN.

HE ALWAYS HAS TO GET DIFFERENT PEOPLE THAT MOW HIS LAWN BECAUSE HE DOESN'T PAY THEM AND HE HAS TO ALWAYS GET UNWORTHY PEOPLE TO DO IT.

HE LITERALLY TOLD ONE LAWNMOWER PEOPLE THAT THAT CORNER OF OUR PROPERTY WAS HIS AND TO COME OVER AND TAKE ANY FIREWOOD.

THAT WAS IT.

SO HE LIED AGAIN.

HE'S LITERALLY LIED ABOUT EVERY SINGLE INSTANCE THAT HE HAS MENTIONED US.

IN HIS 25 PAGE APPLICATION, HE MADE A FALSE POLICE REPORT, LIED TO THE POLICE, HAD THEM LOOKING FOR MY HUSBAND WITH A FALSE NAME FOR OVER A WEEK FOR A PEACE ORDER THAT HE COMPLETELY LIED ABOUT.

I SHOULD BE THE ONE GETTING A PEACE ORDER AGAINST HIM TO PROTECT MY KIDS FROM HIM.

HE ALSO HAD FRITZ FROM MR. FRITZ FROM FRITZ'S NURSERY COME OUT THERE AND MAKE CLAIMS ABOUT NOTHING GROWS ON OUR PROPERTY OR ON THE LINE WHEN THEY, I SAW THEM OUT THERE, THEY WERE OUT THERE IN THE RAIN.

YOU DID NO SOIL SAMPLES OR ANYTHING.

SO ANY CLAIMS THAT MR. FRITZ FROM FRITZ'S NURSERY HAS ARE 100% INVALID CUZ HIS PROPERTY IS IT GATED AT THE FRONT.

HE HAD LAWNMOWER PEOPLE DRIVE THROUGH OUR YARD TO THE CORNER OF OUR PR.

I ALREADY SAID THAT.

THERE ARE A LOT OF OTHER ISSUES BETWEEN THE PARTIES.

UM, BUT I'D URGE THE COUNSEL TO BE FOCUSED ON THE DECISION THAT WAS ISSUED BY MR. CAHO.

MR. CAHO, UM, REVIEWED THE APPLICATION, WHICH REQUESTED TWO VARIANCES.

THE FIRST VA VARIANCE WAS FOR A SIDE BUFFER DOWN FROM 50 FEET TO 10 FEET.

AND THE SECOND VARIANCE WAS TO NOT HAVE A LANDSCAPING BUFFER, UM, IN THAT AREA BECAUSE THEY BELIEVED THEY WOULD NOT GROW.

NO VEGETATION WOULD BE ABLE TO GROW IN THAT, UH, VEGETATIVE BUFFER OR, OR 10 FEET, WHICH WAS, UM, THE REQUEST TO HAVE IT PRODUCED DOWN TO THE PROPERTY TO MEET THOSE REQUESTS HAS TO BE TWO LEGAL, UH, STANDARDS.

THE VERSE OF THE PROPERTY HAS TO BE FOUND.

ME.

MR. CAHO FOUND THAT THE PROPERTY WAS UNIQUE BECAUSE THERE'S EXCESS DRAINAGE, UH, DOWN TO THIS PROPERTY.

IT SITS BELOW A LOT OF THE NEIGHBORING PROPERTIES WITH A GENERALLY SIGNIFICANT BREED.

AND AS A RESULT OF THAT, THERE IS A SAND MOUND ON THE PROPERTY.

UM, TO BE ABLE TO TOOK UP SOME OF THAT WATER WHILE IS OUR POSITION THAT THAT'S A VERY UNIQUE, UH, STANDARD FOR UNIQUENESS.

WE BELIEVE THAT ESPECIALLY BECAUSE IN DECISION 51 0 1, THE PROPERTY HAD PREVIOUSLY BEEN ADJUDICATED TO BE UNIQUE THAT THE PROPERTY IS UNIQUE.

THE SECOND FACTOR THAT HAS TO BE MET IS IT HAS TO BE FOUND THAT THE APPROVAL WOULD NOT HAVE A MATERIALLY ADVERSE IMPACT ON THIS PROPERTY.

UM, IT WOULD BE DETRIMENTAL TO THE NEIGHBORS.

YOU'VE JUST HEARD FROM MS. MCKENZIE FOR REASONS WHY SHE BELIEVES THAT THE IMPACT AS APPROVED WOULD HAVE A GREATER ADVERSE IMPACT ONTO HER PROPERTY THAN WHAT SHOULD BE APPROVED, UM, BY THE BOARD.

SPECIFICALLY, SHE HAS SAID THAT THE MR PAYMENT DETERMINED THAT THE PROPERTY SHOULD HAVE A FENCE OF SIX FOOT IN HEIGHT ALONG THE NEW PARKING LOT AREA ONLY.

THIS PROPERTY IS A LITTLE BIT UNUSUAL AS TO WHERE THE PARKING LOT IS PROPOSED TO BE LOCATED BECAUSE WE HAVE THE MAIN ROAD.

FROM THE MAIN ROAD.

YOU ACCESS A PARKING LOT WITH A DRIVE THAT BORDERS MS. MCKENZIE'S PROPERTY, AND THEN YOU MAKE A A SHARP MONTH TURN IN THAT 10 RIGHT AT THAT 10 FOOT BUFFER, UM, TO GET BACK TO THE NEW PARKING LOT.

SO ONLY THE PORTION BEHIND MS. MACKENZIE'S PROPERTY WILL HAVE THAT SIX FOOT FENCE.

WHAT SHE HAS JUST REQUESTED IS THAT YOU ALSO REQUIRE THERE TO BE A FENCE ALONG THE DRIVE FROM THE MAIN ROAD ALONG THE DRIVE TO ACCESS THAT LEFTHAND TURN SO THAT THE FULL PROPERTY IS SCREENED AND NOT JUST WHERE THE PROPOSED USE WOULD BE IMPOSED.

GENERALLY, IF THE CODE REQUIRES THAT WHEN THE USE IS EXPANDED, THAT WOULD BE THE PORTION WHERE THE FENCE WOULD BE ESTABLISHED.

YOU ALSO HEARD A REQUEST, AN EIGHT FOOT FENCE BECAUSE IT'S HER BELIEF THAT DUE TO THAT SLOPE, A SIX FOOT FENCE WOULD BE INSUFFICIENT AND THAT AN EIGHT FOOT FENCE WOULD BE REQUIRED.

THE DETERMINATION OF THE VEGETATIVE BUFFER WAS SUPPORTED BY MR. PERS TESTIMONY, AND SO WE DON'T CONTEST THAT.

I BELIEVE THE ISSUE BEFORE YOU IS HOW FAR OF THE FENCE WILL HAVE TO EXTEND AND THE HEIGHT OF THAT FENCE WE WOULD SUBMIT ON THAT.

THEY'VE BEEN ENTERED INTO AGREEMENTS, THEY'VE BEEN INTO WRITTEN AGREEMENTS.

THEY'VE WORKED VERY WELL WITH THE NEIGHBORHOOD.

THEY'RE A CHURCH THAT SERVES PEOPLE.

THEY'VE BEEN THERE SINCE 1990.

THEY'VE BOUGHT A BUILDING ALREADY IN EXISTENCE.

THEY DID NOT BUILD IT WHEN NO ONE WAS THERE.

THIS WAS A FUNCTIONING CHURCH BEFORE.

THEY PURCHASED IT IN 1990.

AND SINCE 1990, THEY'VE BEEN THERE TO SERVE THE COMMUNITY.

YOU'VE, THE RECORD TALKS A LITTLE BIT ABOUT THE FACT THAT THEY HAVE EVENTS.

THEY'RE BESIDES JUST CHURCH SERVICES.

THEY'VE HAD FINANCIAL TRAINING SESSIONS OVER THE YEARS.

THEY'VE HAD FORECLOSURE SESSIONS.

ABOUT 10 YEARS AGO, THEY STARTED A FOOD BANK JUNCTION WITH THE MARYLAND FOOD BANK, UH, WHICH IS A NONPROFIT THAT IS QUITE EASY TO FIND.

UH, IF YOU DO ANY SEARCHING, THEY, THEY ONCE A MONTH BRING IN A TRUCK, UNLOAD IT, AND THEN PEOPLE COME AND PICK UP FOOD.

THIS, OVER THE YEARS, HAS EVOLVED BECAUSE OF THE LOGISTICS.

THIS LOT THAT THEY'RE ON IS ONLY ABOUT 2.4 ACRES AND IT'S IN A VERY ODD SHAPE.

IT'S SORT OF LIKE AN UP UPSIDE DOWN L IT'S NOT RECTANGULAR.

IT'S NOT, UH, A A UNIFORM TYPE OF LOT.

THERE'S ALMOST NO SHOULDERS.

UH, THEY'VE TRIED TO RUN THE CHURCH TO NOT INTERFERE WITH THE TRAFFIC ON THE ROAD OR CAUSE HAZARDOUS SITUATIONS.

UH, WHAT THEY FOUND WAS THAT THE TR FOOD TRUCK NEEDS TO COME IN AND UNLOAD.

UH, THEY EVENTUALLY DEVELOPED A DRIVE THROUGH SERVICE WHERE THE VOLUNTEERS WOULD SHOW UP IN THE MORNING.

UH, THEY'D PARK OFF TO THE SIDE WHERE THE PARKING LOT NEW PARKING LOT IS LOCATED.

IT HOLDS ABOUT 10 TO 15 CARS AT MOST.

THEY PARK THERE TO LEAVE THE MAIN PARKING LOT FREE.

THE TRUCK COMES IN WITH NO CARS IN THERE.

IT HAS ROOMS TO MANEUVER.

IT PULLS AROUND AND STOPS IN FRONT OF THE CHURCH.

THEY UNLOAD THE TRUCK.

THEY PUT THE FOOD THERE, AND THEN THE TRUCK LEAVES.

THEY THEN OPEN FOR BUSINESS.

PEOPLE WILL COME IN.

AS THEY COME IN, THEY PARK TOWARDS THE FRONT OF THE ROAD.

THEY DIRECT TWO CARS AT A TIME UP FRONT.

THEY DRIVE THROUGH, THEY PICK UP THEIR FOOD, THEY DRIVE OUT.

THIS HAS BEEN A VERY SUCCESSFUL USE OF THE PROPERTY, GIVEN THE LIMITATIONS OF IT.

THAT'S ABOUT THE ONLY WAY LOGISTICALLY THAT IT CAN BE DONE.

THE UNIQUENESS OF THE PROPERTY IS CAUSED WHAT CAUSES THEM TO ADJUST IT.

BUT TO DO IT THIS WAY, UH, THE BACKSIDE, AS MR. CA WHO CAHO POINTED OUT AND SAW, HAS A GROUP OF SAND MOUNTS AND SEPTIC, UH, FACILITIES THAT LIMIT EVEN MORE THE AMOUNT OF USABLE SPACE ON THIS LOT.

UH, THAT IF THOSE WEREN'T THERE, THERE WOULD BE MORE SPACE TO MAYBE PARK CARS ELSEWHERE.

BUT THEY'RE VERY LIMITED TO A VERY SMALL AREA.

UH, THIS IS A UNIQUE LOT.

IT IS A ONE THAT THE UNIQUENESS CAUSES PROBLEMS. UH, THE WAY THAT THEY USE IT ALLOWS THEM TO MAKE USE OF IT TO SERVE THE COMMUNITY.

THEY HAVE APPROXIMATELY 200 PEOPLE WHO COME THROUGH EVERY MONTH, UH, TO RECEIVE FOOD.

UH, THE LOT ITSELF WOULDN'T BE CONDUCIVE TO ANY OTHER USE.

THE INITIAL COMPLAINT WAS ABOUT THE SETBACKS.

UH, THE DEPARTMENT CAME OUT, LOOKED AT IT, AND THEY, THEY AGREED THAT IT WOULD BE APPROPRIATE TO CHANGE THE SETBACK FROM 50 TO 10 FEET.

UH, BUT THEY WANTED, AS THE CODE REQUIRES A VEGETATIVE BORDER, UH, THE AREA WHERE THE WOULD THIS WOULD BE NEEDED IS REALLY NOT A GOOD PLACE TO GROW THINGS.

MR. FRITZ FROM FRITZ'S FARMING, UH, AS AN EXPERT, HE WAS ON CONTRADICTED.

HE TESTIFIED AS EXPERT.

MR. CAHO ACCEPTED THAT THIS WAS UNCONTRADICTED AND THAT VEGETATION WAS NOT A VIABLE SOLUTION HERE.

SO HE RE REQUIRED, ASKED THAT THE CHURCH PUT UP A FENCE THAT WOULD SERVE AS A OB OKAY.

SCREEN TO BLOCK THE VIEW OF THE NEW PARKING LOT.

I THINK THAT HE DID A WELL RECENT, UH, OPINION.

HE WENT THROUGH IT.

THERE'S NO WAY TO SATISFY EVERYBODY, BUT HE DID SOME COMPROMISES, UH, THAT ARE VERY APPROPRIATE.

AND IN NO WAY COULD YOU SAY THAT HE ABUSED HIS DISCRETION IN HIS ANALYSIS AND HIS RECOMMENDATIONS.

UH, I WOULD ASK YOU TO AFFIRM HIM, GO WITH HIS RECOMMENDATIONS.

UH, HE, YOU'VE GOT THE REPORTS OF THE DEPARTMENT.

YOU'VE GOT HIS OPINION.

ONE OF THE FIRST THINGS THAT WAS RAISED WHEN THE A COMPLAINT WAS FILED WAS THAT THERE WAS A POSSIBLE ENCROACHMENT, UH, THE DEPARTMENT LOOKED INTO THAT.

THEY REQUIRED THE CHURCH TO PROVIDE A PLOT MAT, UH, AS TO ACCESS THROUGH THE FRONT PARKING LOT INTO THE BACK.

UH, THAT IS IN THE CHURCH, PROVIDED ONE, UH, IN MY PACKET.

IT WAS LABELED AS EXHIBIT 12.

THE ONE THAT'S IN THE COURT RECORD.

THERE WAS NOT NUMBERED FOR SOME REASON.

UH, BUT IT SHOWS HOW PEOPLE ACCESS THE PARKING AREA.

IT AND DO NOT NEED TO ENCROACH UPON OR CROSS ANYONE ELSE'S

PRIOR TO THIS OFFICIAL NATIONAL CELEBRATION, CARTER G WOODSON DESIGNATED THE SECOND WEEK OF FEBRUARY AS NEGRO HISTORY WEEK IN 1926.

AND WHEREAS EACH YEAR A THEME IS ESTABLISHED FOR BLACK HISTORY MONTH, THE THEME FOR 2023 IS BLACK RESISTANCE, WHICH RECOGNIZES THE RESISTANCE OF HISTORIC AND ONGOING OPPRESSION OF BLACK AMERICANS WHO HAVE NURTURED AND PROTECTED THEIR PHYSICAL AND INTELLECTUAL AUTONOMY THROUGH INNOVATION, LOBBYING, LITIGATION, LEGISLATION, AND HELPING EACH OTHER AS A COMMUNITY.

AND WHEREAS THE HARTFORD COUNTY CAUCUSES OF AFRICAN-AMERICAN LEADERS WERE FORMED IN 2018 TO ADVOCATE FOR FAIRNESS, EQUITY, AND INCLUSION FOR AFRICAN-AMERICANS IN THE COUNTY.

THEY WORKED DILIGENTLY WITH OTHER COMMUNITY GROUPS TO TEACH AFRICAN AMERICAN HISTORY, RAISE SOCIAL JUSTICE AWARENESS AND PRONE EVENTS THAT INSPIRE FUTURE LEADERS.

AND WHEREAS THE HARTFORD COUNTY BRANCH OF THE NAACP WAS FOUNDED IN 1920 AND ENSURES THE HEALTH AND WELLBEING OF RESIDENTS, PARTICULARLY THOSE IN COMMUNITIES OF COLOR THROUGH INNOVATIVE IN INITIATIVES AND EFFORTS TO INCREASE PUBLIC SAFETY AND TRANSPARENCY, WHILE BUILDING THE CONFIDENCE OF YOUNG PEOPLE TO SERVE AS FUTURE LEADERS, THEIR DYNAMIC VOLUNTEERS CONTINUE TO CHAMPION FOR A FAIR, DIVERSE AND EQUITABLE HARFORD COUNTY.

UM, AND THE GOAL OF THIS PROGRAM, IF WE CAN GET TO THE SECOND SLIDE, UH, IS SIMPLY TO, UH, REDUCE, TO REDUCE THE NUMBER OF VIOLATIONS AND IMPROVE, UM, SAFETY TO STOP PEOPLE FROM PASSING BUSES, UH, WHEN THEY'RE, UH, PICKING UP OR DISCHARGING CHILDREN, UH, AND FOR THE SAFETY OF THOSE CHILDREN TO AND FROM, UH, SCHOOL.

UH, WE HAVE SEEN THIS AS AN ISSUE IN OUR COMMUNITY, UH, SOMETHING THAT THE TRAFFIC SAFETY ADVISORY BOARD HAS DISCUSSED MANY TIMES AND WE CAN SKIP SKIP TO THE NEXT ONE.

IN 2014, THE COUNCIL, UM, PASSED, UH, BILL THAT GAVE THE SHERIFF THE AUTHORITY TO, UH, ESTABLISH A AUTOMATED, UH, SCHOOL BUS STOP, ARM CAMERA PROGRAM.

UH, WE WORKED, UH, WITH THE TRAFFIC SAFETY ADVISORY BOARD OVER SINCE THAT TIME.

UM, LOOKING PARTICULARLY AT A COMPANY, UH, PREVIOUSLY, AND I THINK WE SPOKE ABOUT IT HERE DURING ONE OF OUR TRAFFIC SAFETY, UH, BRIEFINGS CALLED BUS PATROL.

AND, UM, THAT COMPANY TOLD US A LOT OF GOOD THINGS.

WE MOVED FORWARD, UM, WE WERE DEVELOPING AN MOU WORKING WITH THE SCHOOL BOARD, UH, FOR THAT COMPANY.

AND AT THE END OF THE DAY, UM, EVEN THOUGH THEY KNEW THE FINE AMOUNT WAS $125 AS ESTABLISHED BY CODE, UH, THEY DECIDED, UH, TO, AT THE LAST MOMENT AFTER THE PROGRAM WAS ANNOUNCED TO DECIDE THEY COULD DO IT FOR NO LESS THAN TWO 50.

UM, I HAVE SAID FROM THE OUTSET, I'M NOT A BIG FAN OF AUTOMATED ENFORCEMENT, UH, IN A LARGE AMOUNT.

UH, THERE'S A PERSPECTIVE OUT THERE, AND I UNDERSTAND IT A LOT THAT, UH, WE ARE NOT ABOUT POLICING FOR PROFIT.

AS I SAID ON THE SECOND SLIDE, WE ARE ABOUT IMPROVING PUBLIC SAFETY, UH, AND THE SAFETY OF OUR CHILDREN, AND THAT IS WHAT ENFORCEMENT SHOULD BE TARGETED FOR, NOT FOR, UH, MAKING MONEY.

SO WHEN THEY CAME BACK WANTING TO MAKE TWICE AS MUCH MONEY, UH, WE PASSED ON THEM.

UH, THANKFULLY, UH, ANGEL TRACKS, WHICH ALREADY HAD THE SCHOOL CONTRACT FOR THE CAMERAS ON THE BUSES, UM, THAT MONITORED THE INSIDE THE BUS.

THEY HAVE DEVELOPED THEIR OWN STOP ARM PROGRAM.

AND, UH, AFTER, UH, WORKING AGAIN WITH THE TRAFFIC SAFETY ADVISORY BOARD AND WE'VE, THIS, WE WERE ABLE TO GO LIVE ON THAT JUST LAST WEEK.

AND IF WE CAN SKIP TO THE NEXT SLIDE, UM, STARTING LAST WEEK ON THE 15TH, ANYONE WHO PASSES, UH, ONE OF, UH, 20 20% OF THE FLEET, A HUNDRED BUSES OUT OF 500, IS THAT RIGHT? CORRECT.

HAVE BEEN OUTFITTED WITH THE STOP ARM CAMERA.

UM, THAT WAS DONE AT NO COST TO HARTFORD COUNTY OR TO THE SCHOOL SYSTEM.

SIMPLY A, UH, A CONTRACT WHERE THE SCHOOL BUS, WE CAN SKIP THE NEXT ONE.

UM, WHEN THE CAM, WHEN THE CITATIONS ARE REVIEWED, HALF OF THE FINE AMOUNT OF $125 GOES TO THE VENDOR TO PAY FOR THE EQUIPMENT THAT'S ON THE BUSES.

AND THE OTHER 50% COMES BACK TO THE SHERIFF'S OFFICE, WHICH WHAT WILL BE, UH, IN TIME A, UH, A FUND THAT ALLOWS US TO HIRE SOMEONE TO ACTUALLY LOOK AT THESE.

RIGHT NOW, SERGEANT EATON IN OUR TRAFFIC SECTION HAVE THE ADDITIONAL DUTY, IN ADDITION TO HANDLING MANY, MANY REQUESTS FOR, UH, ACTUAL ENFORCEMENT, UH, PUTTING A DEPUTY OUT OF THE SCENE.

OUR FIVE PERSON TRAFFIC UNIT, UH, HAS, HAS THAT FOR THE ENTIRE 440 SQUARE MILES OF OUR COUNTY.

SO THIS IS AN ADDED RESPONSIBILITY ON THAT UNIT.

WE HOPE TO HIRE AN ADDITIONAL PERSON WITH THE FUNDS, ANY SURPLUS FUNDS BEYOND WHAT IT COSTS FOR THAT POSITION WILL BE USED TO IMPROVE, UH, TRAFFIC SAFETY OR PEDESTRIAN SAFETY, UH, HERE IN THE COUNTY AS DEEMED APPROPRIATE BY THE TRAFFIC SAFETY ADVISORY BOARD ARE PARTNERS ON THAT.

UM, I DO HAVE A VIDEO THAT WE HAVE PULLED, AND THIS WAS FROM THE FIRST DAY OF ENFORCEMENT, I BELIEVE.

AND EVERY WEEK THAT THE WISE ADVISORS MET, THE COMMON PEOPLE WENT TO THE MEETING AND SAID THEY DID NOT WANT THIS PLAN TO GO FORWARD.

THE COMMON PEOPLE NEVER ASKED FOR JOBS AT THE MEETINGS.

IN FACT, NO ONE EVER CAME TO THE MEETINGS OF THE WISE ADVISORS AND ASKED FOR JOBS.

RATHER, THEY ASKED THAT THE PLAN OF THE RICH PRINCES BE STOPPED AND THE LAND PROTECTED.

SO THE RICH PRINCES MOVED FORWARD WITH THEIR PLAN, BUT THE COMMON PEOPLE OF THE VILLAGE CONTINUED TO OPPOSE IT.

AT THE SAME TIME, THE RICH PRINCES CHANGED THEIR PLAN SO THAT INSTEAD OF THE THOUSANDS OF JOBS THEY HAD CLAIMED FOR THE COMMON PEOPLE, THERE WOULD ONLY BE HUNDREDS OF JOBS.

THE JOBS WERE NOW ONLY ONE THIRD OF WHAT THE RICH PRINCES HAD ORIGINALLY SHOWN.

BUT THEY DID NOT STOP THEIR PLAN, AND THEY DID NOT TELL THE PEOPLE OF THE VILLAGE OR THE WISE ADVISORS, PEOPLE OF THE VILLAGE WORKED TO HELP DEPOSE THE ARROGANT KING AND HIS REGIME, AND TO SEE THAT A NEW KING WAS INSTALLED.

THERE IS HOPE NOW BY THE COMMON PEOPLE THAT THIS NEW KING WILL LOOK KINDLY UPON THE WISHES OF THE VILLAGE.

THIS STORY HAS NOT ENDED, BUT I AM NEAR THE END OF MY TIME BEING A FAVORABLE.

THERE IS A MORAL, IT'S A MORAL THAT WE ALL KNOW AND THAT WE HAVE ALL KNOWN SINCE WE WERE CHILDREN DUE UNTO, UNTO OTHERS AS YOU WOULD HAVE THEM DUE UNTO, UNTO YOU.

DAY 2227, I DISCUSSED A CONSTITUENT ISSUE WITH DUMP TRUCKS ON OLD MOUNTAIN ROAD CENTRAL.

I INITIALLY SPOKE WITH COMMUNITY MEMBERS, AND MOST RECENTLY I SPOKE WITH THE LEADERSHIP OVER AT ALAN MYERS CONSTRUCTION.

UH, COULD NOT BE MORE PLEASED WITH ALAN MYERS AND THEIR WILLINGNESS TO GO ABOVE AND BEYOND TO REDUCE THE DUMP TRUCK TRAFFIC ON THE ENTIRE LENGTH OF OLD MOUNTAIN ROAD CENTRAL.

UH, ALAN MYERS HAS AGREED TO POSE SIGNAGE AT THE ROCK CRUSHER EXIT TO DIRECT TRAFFIC AWAY FROM THE RESIDENTIAL AND TOWARDS THE NORTH ENTRANCE OF THE OLD MOUNTAIN ROAD CENTRAL.

UH, THE DISTRICT B OFFICE WILL CONTINUE TO MONITOR THIS ISSUE REGARDING THE UPCOMING CHICKEN LEGISLATION.

UH, PRELIMINARY DRAFT OF LEGISLATION WAS SENT OVER TO THE DIRECTORS OF PLANNING AND ZONING AND LICENSING A PERMIT TO EVALUATE THE IMPACT ON THEIR RESPECTIVE DEPARTMENTS ON THE LEGISLATION, UM, BOARD TO COME SOON ON THAT.

I WOULD ALSO LIKE TO MAKE A QUICK STATEMENT ON THE AGRICULTURAL PRESERVATION PROCESS.

AS YOU KNOW, WE HAD SEVERAL RESOLUTIONS FOR CONSIDERATION THIS EVENING.

I BEGAN RESEARCHING EACH OF THE REQUESTS AND WANT TO THANK BILL AMOS FROM THE AGRICULTURAL LAND PRESERVATION OFFICE FOR HIS AVAILABILITY TO ANSWER ALL MY QUESTIONS.

MR. AMOS IS A FANTASTIC RESOURCE AND AN ASSET TO THE COUNTY.

UM, AS I HAVE MAINTAINED DURING MY SHORT POLITICAL CAREER, I SUPPORT, UH, A CAREFUL BALANCE OF GREEN SPACE OR LAND PRESERVATION AND ECONOMIC DEVELOPMENT.

ONE OF THE UNIQUE ASPECTS ABOUT THIS PROGRAM IS THAT EACH PROPERTY OWNER DECIDES TO ENTER INTO AG PRESERVATION AND THEIR PROPERTY RIGHTS ARE HONORED.

I ONLY WISH THEIR PROPERTY RIGHTS WERE EQUALLY RESPECTED FOR EACH ZONING CLASSIFICATION CODE ACROSS OUR COUNTY.
