THIS EVENING WE'RE GONNA START OFF WITH, UH, COUNCILMAN GUTHRIE, AND THEN, UH, MAYBE WITH MS. UH, BOLES.

THIS IS A BID, A BILL TO PROTECT PEOPLE, UH, IN OUR COUNTY WHO BUY A SINGLE FAMILY HOME AND EXPECT TO LIVE IN A SINGLE FAMILY HOME DISTRICT.

UH, THEY PAY THREE, FOUR, $500,000, WHAT IT IS FOR A SINGLE FAMILY HOME.

AND THEY EXPECT TO LIVE IN THAT KIND OF A DISTRICT.

UH, THEY DON'T EXPECT TO TURN AROUND AND SOMEBODY COME UP WITH A TERM THAT, UM, UH, ALL MY RESEARCH CAN'T FIND ANYWHERE WHERE IT'S, IT'S FACTUAL, BUT THEY, THEY, THEY COME UP WITH A TERM OF NATURAL RESOURCE DISTRICT, AND THAT WAY IF THEY DO THAT, THEY CAN APPLY THAT IN AN R ONE DISTRICT AND THEN GET A BUMP UP FROM ANYWHERE TO 30 TO 50% TO THE NEXT BUILDING CODE.

WELL, THERE'S BASICALLY RESIDENTIAL.

YOU CAN BUILDING SOME OTHER CODES, BUT BASICALLY IN RESIDENTIAL, THERE'S FOUR BUILDING CODES.

THERE'S R ONE, THERE ARE TWO R THREE ON R FOUR.

THERE'S PLENTY OF BUILDING CODES FOR SINGLE FOR, UH, UM, TOWN HOMES.

R TWO, R THREE AND R FOUR ARE ALL BUILDING CODES FOR SINGLE, FOR, UH, TOWN HOMES.

THERE'S ONLY ONE BUILDING CODE FOR SINGLE FAMILY HOMES, AND THAT'S R ONE.

NOW, UH, THAT WAS SET IN SUPPOSEDLY IN GRANITE, BUT YOU KNOW, NOTHING'S IN GRANITE IN IN POLITICS.

IT CHANGES EVERY FOUR YEARS.

UH, IT, IT WAS THAT, UH, UH, IN R ONE YOU COULD ONLY BRING, BUILD SINGLE FAMILY HOMES.

BUT BACK IN, UH, TWO, 2014 OR 15, THERE WAS AN AMENDMENT PUT IN THAT, UH, TOOK AN R ONE DISTRICT AND CHANGED IT.

UM, THAT IF IN FACT, UM, IT WAS PART OF A, UH, A NATURAL RESOURCE DISTRICT, THEN, UH, IT COULD BE BUMPED UP TO 30 TO 50%, UH, INTO, UH, THE NEXT, UH, CRITERIA, WHICH IS THEN YOU CAN MIX A BUNCH OF TOWN HOMES IN WITH SINGLE FAMILY HOMES AND NOT TELL THE PEOPLE WHO JUST SPENT THREE OR FOUR, 500,000 FOR A SINGLE FAMILY HOME THAT THERE'S A BUNCH OF TOWN HOMES COMING BUILT IN.

I LIVED AGAINST TOWN HOMES.

ME AND MY WIFE LIVED IN TWO OF 'EM IN OUR LIFETIME.

AND NOW WE LIVE IN A SINGLE FAMILY HOME AND WE LIVE IN A SINGLE FAMILY DISTRICT, AND THAT'S WHAT WE EXPECT.

NOW WHAT I WANNA SHOW YOU IS, IS, UM, UH, THE, WE PUT THE PHOTO UP, PHOTO UP ACCORDING TO THE COUNTY AND IN THEIR BOOK RIGHT HERE, WHICH IS NINE, UH, 2022, LAND PRESERVATION PARKS AND REC CLAN RIGHT HERE.

THERE'S A PICTURE UP THERE IF YOU SEE THAT'S UP, UP, UP THERE.

NOW, UH, THAT IS WHAT THE COUNTY DESCRIBES AS A NATURAL RESOURCE DISTRICT, AND I AGREE WITH IT A HUNDRED PERCENT.

IF IN FACT, YOU WERE GONNA DEVELOP SOME PROPERTY IN THAT AREA, YOU CAN'T DEVELOP IN THE STREAM OR IN AROUND THE STREAM.

IT HAS TO BE FAR AWAY FROM THAT, UH, WHERE IT'S ALLOWED.

SO CONSEQUENTLY, SINCE YOU CAN'T BUILD THERE, THEN YOU'RE ALLOWED A BUMP UP TO MAKE UP FOR THE, UH, THE HOMES THAT YOU CAN'T BUILD THERE.

THAT'S A NATURAL RESOURCE DISTRICT.

OKAY, NOW, I WANT TO, UH, I WANNA READ IN THE, IN, IN THE, UH, BOOK CHAPTER THREE OF THE NATURAL RESOURCE BOOK, UM, FROM PARKS AND REC.

AND IT SAYS, GOAL, EXCUSE MY, I'M MY THROAT AIN'T QUITE CLEARED OF YOU.

GOALS FOR NATURAL RESOURCE, UH, CONSERVATION NATURAL RESOURCE LANDS PROVIDE MANY ENVIRONMENTAL BENEFITS.

THE CITIZENS IN HARFORD COUNTY STREAMS, WETLANDS, FLOOD PLANS, FOREST RARE HABITATS, STEEP SLOPES OR NATURAL AREAS THAT ARE WORTHY OF PRES PRESERVATION.

AND ALL THESE AREAS ARE HIGHLY IN HABITAT VALUE.

FOREST CAN BE THE MOST EFFECTIVE LAND COVER FOR CERTAIN AREAS.

LARGE FOREST AREAS THAT PROVIDE HUBS AND, AND CORRIDORS AND WILDLIFE OFTEN HAVE HIGH, HIGH WILDLIFE, WILDLIFE AND BIODIVERSITY VALUES.

THESE AREAS ARE ESPECIALLY IMPORTANT FOR TARGETING PROTECTION AND RESTORATION EFFORTS.

AND I LIKE THIS OTHER PARAGRAPH.

THERE ARE ALSO MANY SOCIAL BENEFITS TO PROTECTING AIR.

NATURAL RESOURCES LANDS BY CALLING SOMETHING THE NATURAL RESOURCE.

THEN YOU WANNA PROTECT THOSE LANDS ACCORDINGLY.

OKAY? AND IT SAYS, NATURAL RESOURCE AREAS PROVIDE CITIZENS, OUTDOOR RECREATION OPPORTUNITIES SUCH AS HIKING, KAYAKING, CAMPING, FISHING, AND BICYCLING ARE JUST

MATURE FORESTS CAN PROVIDE SHADE AND, AND HEADWATER STREAMS AND REDUCE SETTLEMENT LOADS.

FOREST RIP RACK AND BUFFERS ARE, ARE, UH, IMPORTANT TO MAINTAINING AND IMPROVED WATER AND AIR QUALITY.

NOW, UM, NOW, UH, I WANT TO SHOW YOU THAT, UM, AND, UH, THIS DEVELOPMENT, UM, UH, CAN'T, UH, UH, NOTHING CAN BE DONE ABOUT IT CAUSE IT'S ALREADY, UH, IN THE PROCESS.

BUT I WANNA SHOW YOU THIS, UH, UM, PUT THE NEXT PHOTO UP.

THIS IS WHAT THIS BUILDER THINKS A NATURAL RESOURCE IS.

THAT'S A NATURAL RESOURCE, OKAY? THAT'S A AREA WHERE YOU CAN HAVE HIKING, KAYAKING, CAMPING, FISHING, BICYCLING, UH, JUST TO NAME A FEW.

THAT AREA THERE IS SUPPOSED TO BE R R ONE.

R ONE IS SUPPOSED TO BE SINGLE FAMILY HOMES IN THAT AREA, IT'S 300 SOME ACRES.

YOU'RE SUPPOSED TO BE ABLE TO BUILD THE MAXIMUM OF 300 SINGLE FAMILY HOMES.

BUT SINCE SOMEHOW THEY STUCK A NATURAL RESOURCE ON THIS, THOUGH, THERE ISN'T ONE INCH OF THAT LAND THAT I CAN, CAN, CAN.

AND I'VE WALKED IN AND LOOKED AT IT AND TAKEN PICTURES OF IT.

UM, THAT EVEN COME CLOSE TO WHAT THE DIAGRAM IS OR EX EXPLANATION HERE IN THIS, UH, BOOKLET FROM, FROM, FROM PARTS AND REC.

THE, UM, UH, IN, IN THIS PARTICULAR DEVELOPMENT'S RIGHT OFF 1 52, IF YOU KNOW WHERE THE SOUTHERN POLICE POLICE STATION IS AND THE, AND THE, UH, UM, UH, THE, UH, CHICKEN PLACE WITH SELL CHICKEN SANDWICHES AND ALL THAT, IT'S RIGHT THERE.

IT, AND IF YOU NOTICE IT GOES UP, IT ACTUALLY GOES BEYOND THEM TREES AND DOWN OVER THE OTHER SIDE.

AND, UH, THAT DEVELOPMENT, WHICH SHOULD BE 300 SINGLE FAMILY HOMES, IS CHANGED WITH THE BUMP UP.

THEY BUILD, THEY'RE GONNA BUILD 200 SINGLE FAMILY HOMES AND 188 TOWN HOMES.

AND NOW ALSO, UH, IN THE AREA, I DIDN'T HAVE A PICTURE OF IT, BUT THE ONE ENTRANCE.

AND RIGHT NOW I ONLY SEE ONE ENTRANCE.

WHAT HAPPENS IS ALSO, LET ME GO BACK ON, WHAT HAPPENS IN THE DEVELOPMENT LIKE THIS.

YOU GO FROM, UH, UH, WHEN YOU HAVE ABOUT, UH, 300 SINGLE FAMILY HOMES AND YOU MULTIPLY BY THE ANTICIPATION OF HOW MANY CARS PER HOUSEHOLD, YOU'RE GONNA HAVE ABOUT THREE, UH, EXCUSE ME, UH, OVER 600 CARS.

UH, BUT WHEN YOU BUMP IT UP AND YOU PUT IN ALL THESE TOWNHOUSES, UH, THAT'S 600 GROWS TO ALMOST A THOUSAND.

SO RIGHT THERE ON 1 52, WHICH IS ALSO ALREADY A, A VERY HIGH, UM, UH, UH, AREA AS FAR AS TRAFFIC IS CONCERNED.

UH, SOMEHOW A THOUSAND CARS ARE GONNA BE IN THERE AND SOMEHOW THEY GOTTA COME OUT.

AND THE, THE ONLY EXIT OR ENTRANCE I SEE RIGHT NOW IS ON, UM, IS ON 1 52.

WE CAN PUT UP THE NEXT SLIDE.

NOW, THIS IS THE DEVELOPMENT.

AND, AND IF YOU LOOK, UH, UM, THE YELLOW, UM, MARKER UP TO THE LEFT, THAT'S, UH, MOUNTAIN ROAD 1 52, ROUTE 40 RIGHT ABOVE THAT, AND THE ROAD COMES STRAIGHT DOWN THERE.

YOU NOTICE IT'S THAT HIGH CLUMP OF, OF HOUSES IN THE LOWER RIGHT HAND CORNER THERE.

THAT'S CRAMMED 188 TOWN HOMES IN THAT AREA, 200 SINGLE FAMILY HOMES AND ARREST WHEN THE AREA SHOULD ONLY, UM, UH, PROVIDE SINGLE FAMILY HOMES.

SO THAT THIS BILL, THERE'S NOTHING WE CAN DO ABOUT THIS DEVELOPMENT BECAUSE UNFORTUNATELY IT, UH, UH, IT, IT GOT GOING BEFORE I GOT BACK IN OFFICE.

BUT THAT'S, THAT'S NEITHER HERE NOR THERE.

BUT, UM, UH, UH, THE, THE, THE WHOLE SUBJECT OF THIS BILL, WHICH WON'T, IT WON'T COME UP AND GET VOTED ON TONIGHT, BUT THE WHOLE SUBJECT OF THIS BILL IS TO PROTECT A R ONE DISTRICT FOR THE CITIZENS OF OUR COUNTY WHO BUILD A SINGLE FAMILY HOME OR BUY A SINGLE FAMILY HOME IN AN NORWIN DISTRICT.

THE ENTRANCE ON THIS PROPERTY ON 1 52, THERE'S A BIG SIGN THERE, SAYS, COMING SOON, SINGLE FAMILY HOMES.

GUESS WHAT? THE SIGN DOESN'T EVEN MENTION.

DOESN'T EVEN MENTION THAT THEY'RE GONNA BUILD TOWN HOMES IN THE AREA.

PEOPLE DON'T EVEN KNOW IT.

GO ON AND BUY THE HOMES, AND THEY TURN AROUND AND THERE'S 188 SINGLE, UH, UH, TOWN HOMES IN THE AREA.

AND WHERE IN THE HELL ALL THESE CARS ARE GONNA EXIT, YOU KNOW, IS, IS ANYBODY'S GUESS.

UM, BUT I MOST, I CAN SEE THERE MIGHT BE ONE OTHER ENTRANCE, UM, WITHOUT A HOLDING OTHER COMMENTS, HAVING A MS. BOYLE HAS, UH, UH, SOME, UH, SOME COMMENTS ALSO CUZ SHE HAS THE SAME THING HAPPENING IN HER DISTRICT.

UM, THIS BILL HAS TWO AIMS. IT'S, IT'S TO REINSTATE THE 30% THRESHOLD THAT USED TO BE IN THE CODE.

IT'S CURRENTLY 25% AND WE'RE AIMING TO GO BACK TO THE 30% STANDARD AS WELL AS TO FORBID TOWN HOMES IN THE R ONE DISTRICT UTILIZING THE BUMP UP.

R ONE LOTS ARE INTENDED TO BE LARGER LOTS WITH A LARGER SCALE HOUSING PRODUCT, ABLE TO RELY UPON THEIR ZONING AND THE ZONING OF ADJACENT OR NEARBY PROPERTIES WHEN THEY BUY THEIR LAND.

DEVELOPERS SHOULD NOT BE ABLE TO SUBVERT THOSE EXPECTATIONS AND RELIANCE BY CHANGING THE LOT SIZES AND UTILIZING THE N R D BUMP UP TOWNHOMES ARE NOT APPROPRIATE FOR ANY R ONE ZONED PROPERTY.

AND MITT WOULD PRESERVE MORE NATURAL RESOURCE DISTRICTS AND HABITAT PROTECTION DISTRICTS IN THE CHESAPEAKE BAY CRITICAL AREA.

UH, THIS IS SOMETHING I THINK WILL BE EXTREMELY BENEFICIAL TO HARTFORD COUNTY AND ALL THE MEMBERS OF THE COMMUNITY.

IT DOES NOT PROHIBIT RESIDENTIAL DEVELOPMENT PER THE DESIGNATED R ONE ZONING CODE.

IS THAT CORRECT? CORRECT.

IN ADDITION, THIS LEGISLATION WILL NOT AFFECT THIS PROJECT HERE, UH, BECAUSE IT'S ALREADY IN THE PIPELINE RECEIVED DEVELOPMENT ADVISORY, UH, COMMITTEE HEARINGS AND THE SITE PLANS HAVE ALREADY BEEN SUBMITTED ON THIS PROJECT HERE.

CUZ THIS BILL IS NOT A MORATORIUM BILL.

THIS BILL IS A, A BILL TO PREVENT ANYTHING IN THE FUTURE.

THE ISSUE WITH THE NRD ADJUSTMENT IS THAT IT'S AN AUTOMATIC UP ZONE PROPERTY TO THE NEXT LEVEL.

UH, AND IT BYPASSES PROCESS SO THERE'S NO COUNSEL IN MOTION, THERE'S NO ANALYSIS, UH, WHETHER THIS UP ZONE MAKES KIND OF SENSE FOR THAT PARTICULAR PROJECT.

UM, THAT'S JUST WRONG.

SO IT SHOULD BE MORE DIFFICULT TO GET THIS BECAUSE IT'S BYPASSING IN FROM THE CITIZENS.

SO, I KNOW THIS BECAUSE I LIVE NEXT DOOR TO EVA MAR.

IT WAS OUR EXPECTATION WAS THAT WE WERE GONNA GET R ONE SIMILAR SIZE LOTS, AND LO AND BEHOLD, THE PLANS COME OUT AND THEY'VE GOT THIS BUMP UP TO R TWO LOT SIZE.

UM, AND WE FIND OUT THAT THE THRESHOLD WAS LOWERED FROM 35, 30% TO 25% TWO DAYS BEFORE THE PUBLIC TO MAKE THIS QUALIFIED.

SO, UM, THIS IS NOT INCONSEQUENTIAL.

SO IF WE DO THE MATH ON THE EVENOR PROJECT, AT THE END OF THE DAY, THEY'RE PROBABLY, IF, IF, IF ALLOWED TO GO FULLY THROUGH, YOU'RE PROBABLY LOOKING AT ABOUT 240 HALF AS OPPOSED TO MAYBE 160.

SO APPROXIMATELY 80.

NOW YOU'RE PLANNING A ZONING DIRECTOR, I'M GONNA TELL YOU, YOU KNOW, THIS IS FOR SMART GROWTH AND THERE'S ALL THESE GOALS.

THE REALITY IS IT'S ALL ABOUT THE MONEY.

UM, THOSE LASTED EVEN MARK FROM THE DEVELOPER TO THE HOME BUILDER, UM, FOR 180,000 EACH, 180,000 EACH TIMES 80, THAT'S $14 MILLION WORTH THE, WITH JUST THE 80 HOMES ADDITIONAL CUZ OF THE BUMP UP.

AND THEN THE HOME BUILDER, HE GETS TO BUILD 80 ADDITIONAL HOME MAKING ANOTHER HUNDRED.

NOW, THE ISSUE FOR US IS CITIZENS, THE DEVELOPER, THE HOME BUILDER, THEY'RE ALL GONNA RETIRE IN FLORIDA WITH THEIR 14 MILLION AND WE'RE GONNA BE THE ONES LEFT.

WE'RE GONNA BE THE ONES LEFT HOLDING THE BAG.

SO WE GOT 80 ADDITIONAL HOMES, RESULTS IN 800 TRIPS PER DAY FROM A TRAFFIC STANDPOINT, PUT OUT ONE OF THE INTERSECTION OF 5.3, WHICH IS ALREADY BAD.

WHAT I'M HEARING FROM THE PEOPLE IN EVEN MORE, THEIR KIDS ARE SITTING THREE TO A SEAT ON THE BUS.

WE GOT TRAILERS AT THE SCHOOL AND WE'RE GONNA TRY TO PUT MORE HOUSES IN BY WAY OF THIS ADJUSTMENT.

SO IT JUST DOESN'T MAKE SENSE.

IT SHOULD BE HARD TO GET AND IT CERTAINLY SHOULDN'T BESTOW MORE BENEFIT TO THE DEVELOPERS THAN WHAT WOULD OTHERWISE.

SO I SUPPORT THIS FULLY.

UM, THERE'S A SECONDARY ISSUE THAT WE'RE DEALING WITH THIS PROPERTY.

MOST OF THE TIME, OUR SETTLEMENTS, ONCE YOU, ONCE THE COUNTY COUNCIL APPROVES THEM, TAKES ANOTHER THREE OR FOUR MONTHS.

WE REQUIRE THE LANDOWNER TO COME UP WITH A UPDATED SURVEY, UH, AND THAT EXACTLY WE KNOW IT'S IN RECORDED IN THE COURTHOUSE, ALONG WITH A DEED OF EASEMENT, UH, IN PERPETUITY.

AND IT'S UPDATED EVERY SEVEN YEARS.

WE SAW 1969 WAS OUR FIRST COUNTY PLAN IN 1977 WHEN WE SAW THE DE THE FIRST DESIGNATION OF DEVELOPMENT ENVELOPE WAS IT, WHICH HAS ONLY CHANGED A LITTLE BIT OVER TIME, WHICH IS A GOOD THING.

AND IN 1988, ALL THE SUCCESS OF PEOPLE WANTING TO MOVE TO OUR BEAUTIFUL COUNTY.

WE STARTED HEARING AND DISCUSSIONS OF HOW HARFORD COUNTY INDIVIDUALLY COULD HELP CREATE OUR LAND PRESERVATION PROGRAM.

UH, WE DID FASHION IT AFTER A STATE MOUTH PROGRAM, UM, AND OTHER EFFORTS OF OUR OWN SENATOR JAMES HAD CREATED IT DOWN IN ANNAPOLIS.

AND IN 1993, WE FOLLOWED BY THE ROLE PLAN ACTUALLY OUTLYING THE PDR PROGRAM, A POSSIBLE TDR PROGRAM AND A MANDATORY CLUSTERING.

SAD TO SAY THOSE, THE FULL-BLOWN TDR PROGRAM AND CLUSTERING PROVISION WAS NEVER ADOPTED, BUT OUR PDR WAS, AND IT CONTINUES TODAY, IT'S A 30 YEAR ANNIVERSARY.

UH, WE'VE PRESERVED OVER 36,000 ACRES IN THAT ONE PROGRAM.

AND SO THAT'S AN AVERAGE, YOU COULD SAY, OF THOU OVER A THOUSAND DOLLARS I THOUSAND ACRES A YEAR.

AND WE CONTINUE THAT TODAY IN BRINGING, BRINGING THOSE FARMS TO YOU TO TONIGHT IN 2016, UM, IT WAS OUR LAST HARTFORD NEXT, AND IT SET A GOAL OF 75,000 ACRES BY 2040, WHICH WE CONTINUE TO WORK WITH.

AND TODAY WE'RE OVER RIGHT AT 62,000 ACRES CURRENTLY PRESERVED WITH ALL OUR PROGRAMS WE'RE GONNA TALK ABOUT.

WE ALSO HAVE A HIGHLIGHT, WE PUT IN HERE A TIME LAPSE TO REALLY SHOW YOU THE PROGRESSION OF OUR CONSERVATION EASEMENT PROGRAMS OVER TIME.

AND IT DOES INCLUDE THE COUNTY PROGRAM IN PURPLE.

THE ORANGE COLOR IS OUR MOUTH PROGRAM, AND THE LIGHT BLUE IS OUR RURAL LEGACY PROGRAM.

AT THE SAME TIME, OR ACTUALLY I SHOULD BACK UP AND SAY IT BEFORE, OUR OWN SENATOR JAMES WAS DOING WORK IN THE, IN THE SIXTIES ON HOW CAN WE COME TO LANDOWNERS AND CREATE A PROGRAM, UH, AT FIRST BEING DONATED TO SET A STAGE AND BE ABLE TO RECORD A CONSERVATION EASEMENT ON THAT LAND AND IT ALWAYS BE PRESERVED.

AS WE ALL KNOW, IN WHEEL ROAD AND FOUNTAIN GREEN, THAT 300 ACRE FARM WAS DONATED EASEMENT THROUGH A MERRI THROUGH THE MARYLAND ENVIRONMENTAL TRUST.

FINALLY, SENATOR JAMES WAS ABLE TO KEEP, CREATE FUNDING, UH, THROUGH PROGRAM OPEN SPACE AND CREATE THE MARYLAND AGRICULTURAL LAND PRESERVATION FOR FOUNDATION, WHICH WE CALL MOUTH FOR SHORT.

WE HAVE SOME ACRONYMS IN OUR TERMINOLOGY, OUR, OUR BUSINESS.

AND THAT CONTINUES TODAY.

UH, AND, UM, WE ALWAYS, UH, SEND DOWN EIGHT TO 10 FARMS EVERY YEAR BY JULY 1ST OF EACH DEADLINE, AND TRY TO COMPETE WITH ALL THAT STATE MONEY.

THAT'S ONE OF OUR PRIMARY PURPOSES FIRST.

AND THEN WE GO AFTER THE COUNTY MONEY IN 1992.

IN THE PREVIOUS THREE YEARS, UM, THE MONEY WAS, UH, HELD OFF, UH, THEN BY THEN WILLIAM DONALD SCHAFFER TO BALANCE THE STATE BUDGET.

UH, WE HAD A LOT OF INTEREST IN THE EASEMENT PROGRAMS, AND SO FOR THEREFORE, WE CREATED OUR OWN COUNTY PROGRAM AND THE FUNDING MECHANISM, UH, THE HALF A PERCENT REAL ESTATE TRANSFER TAX, OF COURSE, THE 1% HALF OF IT GOING TO THE PROGRAM AND HALF GOING INTO THE, UH, UH, CAPITAL PROJECTS FOR THE SCHOOLS SCHOOL CONSTRUCTION.

AND IN 2000 THEN GOVERNOR, GOVERNOR GLEN DENNING CREATED THE RURAL LEGACY PROGRAM, AND THAT CONTINUES TODAY AS WELL.

WE'RE ONE OF THE TOP FUNDED GRANT, UH, RECIPIENTS EACH YEAR, AND THAT IS DESIGNATED IN THE, IN THE DEER CREEK RURAL LEGACY AREA.

THE MANOR CONSERVANCY ALSO HAS A, UH, RURAL LEGACY AREA IN THEIR SECTION OF THE COUNTY, WHICH ALSO GOES INTO BALTIMORE COUNTY.

SOME OF THE OTHER PROGRAMS. OVER THE YEARS, WE'VE ALWAYS TRIED TO OUTREACH AND GET AS MUCH FUNDING AS POSSIBLE FOR ALL OUR PROGRAMS AS WE DID A, UH, MARYLAND FOREST LEGACY FEDERAL MONEY THROUGH THE STATE, DOWN TO THE BOY SCOUT CAMP.

AND WE PRESERVED OVER 600 ACRES AT THE BOY SCOUT CAMP, ALONG WITH OUR MATCH FROM THE COUNTY PROGRAM.

AND AT TONIGHT, WE'RE HOPING TO FINISH THAT MATCH FOR THE REST OF THE 1600 ACRE PROPERTY.

WE ALSO GRABBED SOME U S D A FARM AND RANCH PROTECTION MONEY OVER THE YEARS, UH, LOCAL LAND TRUST HAS BEEN DOING A GREAT JOB.

HARTFORD LAND TRUST WORKS WITH THE ARMY FOR, UH, FORCES BA BUFFER PROGRAM.

AND AS I SAID IN THE MATTER, CONSERVANCY WORKS WITH OUR, WITH THE, UM, RURAL LEGACY

WE JUST DID ONE THROUGH ROLL LEGACY.

SO THAT ACREAGE IS RIGHT UP THERE WITH 62,000 ACRES.

SO AGAIN, WHAT'S THE LAND PRESERVATION BENEFITS? HOW DOES IT HELP THE CITIZENS? HOW DOES IT HELP THE LANDOWNERS? AND HOW DOES IT HELP THE FARMING ECONOMY? IT PROVIDES OPTIONS TO LANDOWNERS TO RECEIVE EQUITY FROM THEIR LAND INSTEAD OF SELLING TO RESIDENTIAL DEVELOPERS.

AL MISS 62 NOW FOR CONSERVATION EASEMENTS LEADS YOU WITH A NUMBER OF 16,000 ACRES, EXCUSE ME, MINUS AN ADDITIONAL 16,000 ACRES WITH DEVELOPMENT RIGHTS, BUT NOT MEANING HOW MANY CRITERIA.

THAT LEAVES US ROUGHLY WITH ABOUT 23,000 ACRES TO TARGET FOR CONSERVATION EASEMENTS.

SO OUR WORK IS NOT DONE.

UH, AND I TOTALED IT UP AND I CAN CERTAINLY SEND YOU THE EMAIL OR THE, AT LEAST THE LINK TO MARBIDCO.

SO YOU CAN SEE THE STUDY, UH, CURRENTLY IS $972 MILLION ANNUALLY IN OVER 4,000 JOBS.

AMAZING AGRICULTURAL INDUSTRY IN HARTFORD COUNTY.

SO YEAH, TO THE EXTENT THAT, UM, INCOME IS GENERATED AND THOSE, UH, INDIVIDUALS EARNING INCOME, UH, LIVE IN THE COUNTY, THEY WOULD GENERATE, UM, UH, A LOCAL INCOME TAX WHICH WOULD COME TO THE COUNTY.

I THINK THE BIGGEST, UH, NET ECONOMIC POSITIVE WITH, UM, WITH AGRICULTURAL PRESERVATION IS THAT THERE'S VERY LIMITED AMOUNT OF SERVICES THAT ARE REQUIRED.

UM, YOU KNOW, THOSE, THOSE FIELDS DON'T, DON'T REQUIRE SCHOOLS, THEY DON'T REQUIRE, UM, PUBLIC SAFETY IN THE SAME AMOUNT.

HE GREW UP WORKING ON THE FAMILY FARM IN THOMAS REN VALLEY AND RAISED HIS FAMILY ON THE WAFFLE HILL FARM.

HE BEGAN USING ROTATIONAL GRAZING IN THE 1980S AND HELD OFFICES WITH THE MARYLAND ANGUS ASSOCIATION, MARYLAND CATTLEMAN'S ASSOCIATION, MARYLAND BEEF INDUSTRY COUNCIL AND AMERICAN ANGUS ASSOCIATION, AND THE ANGUS HERITAGE FOUNDATION.

I WANTED TO, UM, KIND OF POINT OUT OR REITERATE THAT A A RE PART OF THE REASON WHY THINGS ARE NOT THAT SAFE IN PERRYMAN AND LONG PERRYMAN ROAD IS THE TRAFFIC IMPACTS STUDIES.

UM, THE, THE KNOWLEDGE THAT WAS GAINED OVER A COURSE OF YEARS WAS NOT REALLY APPLIED TO THOSE TRAFFIC IMPACT STUDIES.

SO SOME OF THAT TRAFFIC IS LESS THAN, UM, THE REALITY.

UM, WE WERE ABLE TO GET THAT RECTIFIED WITH THIS NEW ONE THAT WE'RE LOOKING AT.

UM, BUT IN REALITY, THERE IS 12 MILLION SQUARE FEET OF WAREHOUSE SPACE WHERE THE, THE TR TRUCK TRAFFIC IS NOT, UM, ESTIMATED ACCURATE.

AND WE SEE IT, WE SEE THAT EVERY DAY.

UM, STATE HIGHWAYS OUT THERE THIS EVENING, OR THAT THIS WEEK FOR THE LAST COUPLE DAYS WITH ONE LANE CLOSED AND WE HAD A 50 CAR AND TRACTOR TRAILER BACK UP, YOU KNOW, LASTING MILES, HAVING THAT LANE CLOSED.

SHOULD SOMETHING HAPPEN ON OUR ONE WAY IN AND ONE WAY OUT ROAD, WHAT ARE WE GONNA DO? UM, WE'VE EXPERIENCED ROAD, COMPLETE ROAD CLOSURES IN THE PAST IN PERRYMAN, AND WE WERE STUCK AND PEOPLE COULDN'T GET HOME.

IT'S NOT A SAFE SITUATION OUT THERE.

I WAS ABLE TO LEARN MORE ABOUT THEIR CAPITAL CAMPAIGN TO RAISE 150,000 FOR THE MUSEUM.

CURRENTLY, THE MUSEUM ROOM IS A SERIES OF UNLABELED PHOTOGRAPHS, WHICH TELL THE STORY OF THE MANSION AND THE PEOPLE THAT LIVED IN IT.

UM, IT WAS VERY INTERESTING AND A PLAN ON INCLUDING BOTH INDOOR AND OUTDOOR LABELED PHOTO PANELS, ARTIFACT DISPLAYS, AUDIO CONTENT.

AND, UM, I WAS ABLE TO REVIEW THE DESIGN PLAN AND I WAS VERY IMPRESSED WITH THAT.

UM, THEY'RE CELEBRATING 125 YEARS AND THEY PLAN ON HAVING A SUMMER SW RAY TO RAISE THE MONEY FOR THE NEW MUSEUM, AND I WILL KEEP YOU POSTED ON THAT.

UH, YESTERDAY MORNING I HAD, UH, UH, THE HONOR AND, UH, PLEASURE TO JOIN THE COUNTY EXECUTIVE IN, UH, MATT SCALES FROM VISIT HARTFORD AND OTHERS, UH, AT THE, UH, CEDAR LANE SPORTS FACILITY TO, UM, PROMOTE THE UPCOMING CHESAPEAKE BALLOON FESTIVAL AS, UH, MS. KIRK WOOD SPOKE ABOUT EARLIER TONIGHT.

UM, IT'S GONNA BE TAKING PLACE IN AUGUST, I THINK, AUGUST 4TH THROUGH SIXTH.

UM, THIS IS THE SEVENTH YEAR FOR THAT EVENT.

THIS IS THE FIRST TIME IT'LL BE IN HARTFORD COUNTY.

LAST YEAR IT WAS IN TALBOT COUNTY.

AND, UM, LOOKING FORWARD TO THAT, MY UNDERSTANDING IS IT COULD BRING AS MANY AS 25,000 PEOPLE TO THE COUNTY FOR THOSE THREE DAYS, UM, AND, AND HELP ALL SORTS OF, UH, PIECES OF ECONOMIC DEVELOPMENT.

UH, WE ALSO, UH, COUNCILMAN PAM AND I ATTENDED THE HARVARD COUNTY LEADING WOMEN AWARDS EVENT.

UH, IT'S VERY NICE, A LOT OF YOUNG WOMEN.

UH, WE HAD THE OPPORTUNITY TO SAY AFTERNOON, UH, TO TAKE PHOTOS WITH THREE OF THE RECIPIENTS TODAY, UH, HERE IN THE COUNCIL CHAMBERS.

UH, WAS GLAD TO DO THAT.

WE ALSO ATTENDED THE ARMY ALLIANCE, UH, BREAKFAST, OUR ANNUAL MEETING, I GUESS I SHOULD SAY.

UH, SEVERAL OF US DID FACT, I THINK ALL OF US DID PRACTICALLY.

SO, UM, AS A PART OF THAT EVENT, UH, THEY RECOGNIZED THEIR 2023 DEFENSE COMMUNITY CHAMPION, AND THEY HONORED, UH, ACTUALLY, UH, COUNCILMAN OR CURTIS BUK, UH, AND, UH, WITH HIS EFFORTS WITH THE AFRO B HILTON, UH, ORGANIZATION, AND ALSO THE COLORED TROOPS.

SO I WAS VERY WELL DONE, UM, OUTSTANDING EVENT, AND I WAS HONORED AND, AND PLEASED TO BE THERE.

UM, SOME SAD NEWS TODAY, JEANIE AND I WISH TO EXPRESS OUR DEEPEST CONDOLENCES TO THE LAUDER AND CARE FAMILIES, UH, FROM HAVE GRACE, UH, AND HER FRIENDS, UH, DUE TO THE SUDDEN PASSING OF MARGARET LAUDER.

UH, PERSONALLY, I'VE HAD THE HONOR AND PRIVILEGE TO KNOW MARGARET FOR MANY, MANY YEARS.
