IN ADDITION TO THE MAXIMUM PRINCIPAL AMOUNT OF BONDS THAT IS SET FORTH IN THE BILL, THE BILL PROVIDES A MAXIMUM MATURITY OF 20 YEARS. AND THAT'S WHY IT REQUIRES THE AND THAT'S WHY IT REQUIRES THE LEGISLATION, AND THAT'S WHY IT NEEDS TO MIRROR WHAT'S EXACTLY IN THE BUDGET. SINCE AS THERE WAS SOME, LAST MINUTE CHANGES TO THE BUDGET, WE NEED TO MAKE SURE THAT THIS LEGISLATION, ADHERED TO WHAT? TO WHAT YOU ALL PASSED AS FAR AS THE COMPLETED BUDGET. SO THERE'S THREE COMPONENTS TO IT. THE FIRST ONE DEALS WITH REALLOCATED BONDS. THAT'S WHERE WE HAVE AUTHORIZED BONDS AND BUDGETED BONDS IN PRIOR YEARS. BUT FOR WHATEVER REASON, YOU KNOW, EITHER WE'RE MAKING CHANGES OR THE PROJECT WAS COMPLETED. THE PROJECT WAS CANCELED OR WHATEVER, WE TAKE THOSE UNSOLD BONDS AND REALLOCATE THEM TO OTHER BONDS, THE NEXT PIECE OF LEGISLATION DEALS WITH OUR CPI BONDS. THAT'S IN THE AMOUNT OF THE $84 MILLION. THAT'S WHAT WE WOULD CALL NEW BONDS. THAT'S NEW DEBT AUTHORIZATION, YOU KNOW, ALL OF THOSE PROJECTS THERE ARE ARE LISTED AND THOSE ARE BONDS THAT WILL BE PAID FOR WITH FUTURE TAXPAYER DOLLARS, THAT DEBT SERVICE, PROPERTY TAX, INCOME TAX, RECORDATION TRANSFER TAX, TAXPAYER DOLLARS, AND THEN THE FINAL LEGISLATION DEALS WIT, DEALS WITH WATER AND SEWER. CAPITAL IMPROVEMENTS AND THOSE INFRASTRUCTURE IMPROVEMENTS WILL ONLY BE PAID FOR BY THE USERS OF THE WATER. AND SEWER SYSTEM. SO IF YOU WANT A WELL, YOU DO NOT PAY FOR THOSE SYSTEMS. BUT IF YOU ARE ON THE COUNTY'S WATER AND SEWER SYSTEM, KIND OF THROUGH A COMBINATION OF LIKE THE HOOKUP FEES, WHEN YOU INITIALLY SIGNED ON OR GOT HOOKED UP TO THE COUNTY SYSTEM, OR IN SOME CASES JUST SOME OF THE, THE, THE QUARTERLY PAYMENTS YOU MAKE, THOSE PAY FOR THOSE IMPROVEMENTS. SO ONLY THE USERS OF THE SYSTEMS PAY, PAY FOR THOSE. I JUST WANT TO TOUCH BRIEFLY ON THE, THE ONE, THE ONE ISSUE WITH THE REALLOCATION TO THE WOODBRIDGE. THAT WAS LEGISLATION AGAIN THAT WAS ORIGINALLY INTENDED, THE PETITION AND THE BUDGET WAS THAT WE WERE GOING TO USE THE WATER QUALITY LOANS, WHICH OF COURSE, WE ALWAYS MAINTAIN THAT. RIGHT, IN ORDER TO DO THAT. BUT IN THE IN THE ORIGINAL PETITION, THE COUNTY SAID THAT WE WILL USE THOSE WATER QUALITY LOANS, NOT WE MAY USE THOSE WATER QUALITY LOANS. AND ONE OF THE DOWNSIDES OF USING, OUTSIDE FUNDING SOURCES IS THAT THERE ARE STRINGS ATTACHED PREVAILING WAGES. DAVIS-BACON CERTAIN ENVIRONMENTAL REGULATIONS AND THE LIKE, AND SO WE'RE ABLE TO DO THE SAME WORK, BUT FOR A LOWER COST. AND ULTIMATELY THAT'S THE COST IN THESE PETITION CASES WHERE WE GO IN AND WE SAY WE'RE GOING TO DO THIS, TO HOOK UP, YOU KNOW, THIS STREET OR THIS NEIGHBORHOOD, YOU KNOW, THAT'S PAID BACK BY THOSE INDIVIDUALS. YOU KNOW, THERE ARE SPECIAL ASSESSMENTS THAT ARE PLACED ON THERE. SO TO THE EXTENT WE CAN MAKE THAT THIS, THIS MORE COST EFFECTIVE, YOU KNOW, THAT'S LOWER AMOUNT THAT THEY'LL HAVE TO PAY, WHICH IS AND IT'S GENERALLY, YOU KNOW, IT'S A CONSIDERABLE SUM SOMETIMES THAT, THAT INDIVIDUALS WILL HAVE TO COME UP WITH, SO WE'RE JUST TRYING TO MAKE THAT THE CASE. YOU KNOW, AGAIN, I THINK THE BUDGET PROCESS, WE WERE TRYING TO MAKE IT VERY CLEAR THAT THAT WE WERE CHANGING THE PROJECTS WE HAVE. THERE'S A RESOLUTION FROM FROM PRIOR YEARS THAT STATES THAT WE NEED TO SHOW ANY CHANGES TO THE CAPITAL BUDGET. SO IN ORDER TO DO THAT, THE BUDGET CREATED, KIND OF TWO PROJECTS CLOSED OUT, ONE OPENED UP, ANOTHER ONE. THE PROBLEM, OF COURSE, WAS, IS THAT THAT PROJECT THAT THAT WAS THEN BEING OPENED AND CLOSED WASN'T IN THE ORIGINAL LEGISLATION FROM PRIOR YEARS. SO IT'S ONE OF THOSE THINGS I THINK WE WERE CLEARER IN THE BUDGET PROCESS. BUT IF YOU WERE JUST LOOKING AT THE BOND BILLS, YOU'RE NOT. BUT AGAIN, IN THIS CASE, WE'RE WE'RE NOT ADDING DEBT. THIS IS JUST MOVING AROUND EXISTING DEBT. AND I THINK IT'S IT WILL BE FOR THE BENEFIT OF THOSE USERS. THEY WILL BE ABLE TO BE HOOKED UP AT A, AT A LOWER, AT A LOWER RATE. SO NOW JUST TO TALK A LITTLE BIT ABOUT HOW ALL THIS PROCESS [00:25:04] WORKS, AGAIN, WE ALWAYS GET ALL OF THE COUNCIL FIRST APPROVES THE BUDGET, WHICH WILL SHOW ANY PLACE WHERE THERE ARE BUDGET BUDGETED BONDS. AND THEN WE GET THE AUTHORIZATION FOR ALL OF THOSE BUDGETED BONDS. BUT WE DON'T NECESSARILY SELL THESE BONDS THAT WE'RE ASKING FOR TODAY, THIS YEAR, YOU KNOW, THEY MAYBE TAKE SEVERAL YEARS UNTIL WE DO SELL THOSE BONDS. SO OUR PLAN THIS YEAR, AS IN MOST PRIOR YEARS, IS TO RECEIVE OUR CREDIT RATING SOMETIME AROUND THE NEW YEAR, SOMETIME IN JANUARY, GO TO MARKET SOMETIME IN EARLY FEBRUARY, AND THOSE BONDS WILL TRADITIONALLY BEEN FOR THE PAST COUPLE OF YEARS. YOU KNOW, IT'LL BE PROBABLY HEAVILY ON THE FISCAL YEAR STUFF THAT WAS BUDGETED IN FISCAL YEARS 21 AND 22, MAYBE A LITTLE BIT IN 2023 AND THE LIKE. BUT YOU KNOW, THAT'S HOW WE WOULD EXPECT TO SEE THAT. SO WE WILL COME BACK, EITHER IN LATE DECEMBER OR EARLY JANUARY, ONCE WE HAVE DETERMINED WHICH PROJECTS WE ARE GOING TO GO OUT TO MARKET FOR. TRADITIONALLY, HARFORD COUNTY, YOU KNOW, REIMBURSES ITSELF. CURRENTLY, 61% OF THE IN-STATE ELECTRICITY GENERATION COMES FROM COAL. SO WHERE ARE WE GOING TO GET OUR POWER FROM? MOST LIKELY IT'S GOING TO COME FROM PENNSYLVANIA WITH INCREASED TRANSMISSION LINES RUNNING THROUGH THE PRISTINE LANDS OF HARFORD COUNTY, PENNSYLVANIA IS THE SECOND LARGEST NET SUPPLIER OF POWER TO OTHER STATES AFTER TEXAS. IT'S THE THIRD LARGEST COAL PRODUCING STATE AFTER WYOMING AND WEST VIRGINIA. IT'S ALSO THE SECOND LARGEST PRODUCER OF NATURAL GAS AFTER TEXAS. SO I MENTIONED THIS BECAUSE GOVERNOR WES MOORE RECENTLY ISSUED AN EXECUTIVE ORDER TO PHASE OUT GAS FIRED FURNACES AND NEW HOMES BY 2035. THE IDEA IS THAT ALL HEAT PUMPS COST MORE TO INSTALL. THEY'RE LESS EXPENSIVE TO OPERATE. BASED ON TODAY'S ELECTRICITY RATES. UNFORTUNATELY ELECTRICITY RATES ARE EXPECTED TO INCREASE AS WE RELY MORE ON [01:25:03] POWER FROM PLACES THAT STILL USE NATURAL GAS AND NUCLEAR ENERGY. FOR INSTANCE, AMAZON WEB SERVICES PURCHASED COUNTLESS DATA ASSETS FOR $650 MILLION RECENTLY. THAT'S THE THREE MILE NUCLEAR PLANT. AND THEY STRUCK A DEAL TO RESTART THREE MILE ISLAND AND BUY ALL THE ELECTRICITY IT CAN PRODUCE FOR AMAZON'S NEW DATA CENTER. THE SOLUTION TO OUR ENERGY CHALLENGE IS NOT SIMPLY AS GREEN ENERGY, AS PROVEN BY THE POWER PLANT, THE THAT WAS JUST WE WERE JUST UP AND RISING SUN, SO I LOOKED THROUGH MY DATABASE OF OVER 3800 CLIENTS TO SEE WHO OWNS ELECTRIC CARS, HOW MANY HAVE ONLY ELECTRIC VEHICLES, AND IF THEY OWN TWO OR MORE CARS. OF ALL MY CLIENTS, ONLY TWO HAD ELECTRIC CARS AND BOTH LIVED WITHIN FIVE MILES OF THEIR WORKPLACE. WHEN I ASKED CLIENTS WHY THEY DIDN'T RETURN TO ELECTRIC VEHICLES, WHEN THEY WERE REPLACING THEM, MOST SAID IT DIDN'T MEET THEIR EXPECTATIONS. IT WAS TOO EXPENSIVE, AND THE ONLY REASON THEY DIDN'T GET RID OF THOSE ANY SOONER WAS BECAUSE THEY HAD LEASES THEY COULDN'T GET OUT OF THEIR LEASES WITHOUT LOSING TOO MUCH MONEY. SO MOST OF THE CARS WERE LEASED. THE LEASE TERMS ENDED, AND THEY'RE GOING BACK TO EITHER A GAS HYBRID THAT WILL REGENERATE OR THEY'RE GOING BACK TO STRICTLY GAS.
