SO WE'VE TALKED A LOT ABOUT LAND PRESERVATION THIS YEAR, AND I REALLY APPRECIATE EVERYONE ON THE COUNCIL'S SUPPORT AND PARTICIPATION IN THOSE CONVERSATIONS. AND I DON'T WANT TO BEAT A DEAD HORSE WITH ALL OF THE DETAILS. I DID INCLUDE SOME BASIC INFORMATION, AND YOU HAVE ALL THE SLIDES, BUT WE DON'T REALLY NEED TO DWELL ON ALL THESE THINGS. TONIGHT. SO I DID JUST WANT TO MENTION, YOU KNOW, WHY WE PRESERVE LAND. ULTIMATELY IT IS A LAND USE PLANNING TOOL AND WE GO BACK IN HISTORY TO OUR MASTER PLANS. AND WHEN WE STARTED SEEING A LOT OF RESIDENTIAL DEVELOPMENT COMING INTO THE COUNTY, AND WE BEGAN SEEING THE NEED FOR LAND PRESERVATION TO CONTROL THAT SPRAWL. OUR CURRENT MASTER PLAN, HARTFORD NEXT, CALLS FOR US TO PRESERVE 75 000 ACRES BY 2040. CURRENTLY, WE'RE AT 64,500 ACRES WITH ABOUT 2000 ACRES IN THE PIPELINE. IF YOU COUNT THE PROPERTIES GOING BEFORE YOU TONIGHT AND LAND PRESERVATION HAS A VARIETY OF BENEFITS FOR THE OWNERS, BUT ALSO THE COUNTY GOVERNMENT IN THAT FARM LAND USES LESS SERVICES. IT COSTS EVERYONE LESS IN TAXES WHEN WE PREVENT SPRAWL, AND IT HELPS ENSURE A LOCAL FOOD SUPPLY AND HELPS RESIDENTS FEEL BETTER ABOUT THEIR QUALITY OF LIFE. HAVING LARGE AMOUNTS OF OPEN SPACE WITHIN THE COUNTY. THERE IS A CHART PROVIDED WITH THAT KIND OF OUR HISTORY, OUR TIMELINE. THE DIFFERENT PROGRAMS WE'VE USED THROUGHOUT THE YEARS. ON THE CHART, PURPLE IS THE COUNTY PROGRAM, WHICH IS THE ONE THAT THE COUNCIL OVERSEES AND IS OUR MOST SUCCESSFUL PROGRAM IN TERMS OF ACRES PRESERVED. BUT WE DO USE A VARIETY OF PROGRAMS. I'VE INCLUDED OUR UPDATED RANKING SHEET, WHICH INCORPORATES ALL THE CHANGES THAT WE MADE EARLIER THIS YEAR WITH MORE ENVIRONMENTAL FEATURES AND FACTORS FOR SMALLER AND URBAN FARMS, AND ALSO OUR UPDATED VALUATION SHEET, WHICH AGAIN, WE CHANGED TO INCLUDE WATER RESOURCES AND MADE SOME ADJUSTMENTS SO THAT WE COULD ALLOW ANY AG OR ANY ZONED PROPERTY TO COME INTO THE PROGRAM. ALSO, IF I MAY, REAL QUICK PART OF THAT VALUATION IS DONE ELECTRONICALLY. NOW, FORMER CHIEF OF GIS BRUCE JOHNSON CREATED A PROGRAM CALLED ALVIN THAT LOOKS AT ALL THE DIFFERENT FACTORS THAT GO INTO THAT VALUATION SHEET, LIKE SOIL CLASSIFICATIONS, ADJACENCY TO OTHER EASEMENTS, AND THINGS LIKE THAT. SO THAT'S BEEN A GREAT TOOL FOR US TO BE ABLE TO EFFICIENTLY AND EFFECTIVELY EVALUATE EACH OF THE PROPERTIES THAT COME TO US FOR CONSIDERATION. YEAH, AND IT'S MUCH MORE CONSISTENT THAN IF I HAD TO SIT THERE IN GIS AND MAP IT OUT. AND BACKING UP JUST A BIT WHEN WE TALK ABOUT OUR VALUATION, WE HAVE THREE DIFFERENT WAYS THAT WE CALCULATE THE VALUE. AND IT'S ALWAYS GOING TO BE THE LESS OF THE THREE THAT WE OFFER THE LANDOWNERS. SO WE HAVE THAT FORMULA VALUE WHICH IS ALL SPELLED OUT ON THAT VALUATION SHEET. AND THEN WE HAVE A MAXIMUM PER ACRE THAT WILL PAY. THAT'S OUR PER ACRE CAP. AND ALSO A SECOND CAP BASED ON DEVELOPMENT RIGHTS OR THE LOTS THAT COULD BE CREATED. SO WE WILL ALWAYS OFFER THE LOWEST OF THE THREE. SO YOU WOULD SEE THOSE. BUT WITH THE HIGHLIGHTING BEING THE ONE THAT WAS ACTUALLY OFFERED. I PROVIDED THE RANKING DETAILS. IF YOU WANTED TO SEE HOW THE FARMS STACK UP AGAINST EACH OTHER ON A POINT BY POINT BASIS. OUR ADVISORY BOARD IS ABLE TO GIVE 15 POINTS AND SOME OF THE FARMS, THEY DID PROVIDE ADDITIONAL POINTS, AND WE PROVIDED THE JUSTIFICATION ON ON WHY THEY MADE THOSE RECOMMENDATIONS. AND AGAIN, ALL OF THE FARMS WITH THEIR VALUATIONS, THE HIGHLIGHTED GREEN DOLLAR AMOUNTS ARE THE ONES THAT WERE ACTUALLY OFFERED. SO WE HAD A COMBINATION OF PROPERTIES RECEIVING THE FORMULA VALUE OR THE VARIOUS CAPS. THROUGH OUR PROGRAM, WE CAN OFFER A ONE TIME PAYMENT AT SETTLEMENT OR AN INSTALLMENT PURCHASE AGREEMENT. ALL THE FARMS COMING THROUGH THIS ROUND CHOSE THE ONE TIME PAYMENT. AND THEN ALSO THE LAST NEW THING THIS YEAR WE REVISED OUR INCENTIVE AREAS WHERE BEFORE WE HAD KIND OF TWO BLOBS ON THE MAP AND WE REVISED IT TO REFERENCE THE MASTER PLAN AND BROKE IT INTO FOUR DIFFERENT AREAS. BUT I DO THINK IT'S IMPORTANT TO KIND OF DWELL ON A COUPLE OF THEM. THIS FIRST ONE IS THE DAVIS FAMILY, AND I BELIEVE THEY'RE WITH US TONIGHT. THIS PROPERTY IS ON ALDINO. STEPHANIE ROAD, AND YOU CAN SEE THERE'S SOME DEVELOPMENT RIGHT BEHIND THEIR PROPERTY IN THIS PICTURE. AND ON THE MAP. THEY ARE RIGHT OUTSIDE OF THE CITY OF ABERDEEN LIMITS. SO THEY HAVE FIVE DEVELOPMENT RIGHTS TO ERASE. AND THEY HAVE CHOSEN TO PRESERVE THEIR PROPERTY INSTEAD OF DEVELOPING. SO AGAIN, ON THE AERIAL PHOTO, BEAUTIFUL FARM WITH CARSON'S RUN GOES RIGHT THROUGH THE MIDDLE OF IT AND IT'S RIGHT ON THE CITY LIMITS. AND THIS PROPERTY ACTUALLY HIT OUR DEVELOPMENT RATE CAP. AND WE'RE IN THAT BONUS AREA BE THAT MOST AT RISK AREA. SO THEY HAVE A $3,000 PER ACRE BONUS PAYMENT. ALSO, WE HAVE THE NEXT THE LOMAX FAMILY ON CALVARY ROAD IN CRESWELL, RIGHT OUTSIDE OF WHERE THE NEW SOLAR FIELD IS GOING. SO THAT AREA HAS BEEN SEEN A LOT OF DEVELOPMENT PRESSURE, AND THEY HAVE TWO FAMILY CONVEYANCES. ONLY A HANDFUL OF PROPERTIES STILL HAVE FAMILY CONVEYANCES. AS WE MOVE FURTHER AND FURTHER FROM THAT MAGICAL DATE IN 1977, AGAIN, BEAUTIFUL FARM, PRODUCTIVE FIELDS AND THE PRICING. THEY HIT THE PER ACRE CUP. THIS YEAR, BECAUSE OF OUR CHANGES, WE HAVE A LOT OF ENVIRONMENTALLY RICH PROPERTIES. SOME FORESTED PROPERTIES RANKING WELL ON AGAINST ALL OF OUR OTHER APPLICANTS. AND THIS ONE IS A GOOD EXAMPLE OF THAT. THE BUSH OVER PROPERTY IN WHITEHALL. IT IS TWO PROPERTIES THAT ARE BEING CONSOLIDATED AS ISLAND BRANCH RUNNING THROUGH IT. AND IT'S MOSTLY WOODED PROPERTY. AND IN A VARIETY OF, OF FARM FIELDS AND FORESTS. AND THIS IS A SMALLER PROPERTY THAT PROBABLY WOULD NOT HAVE RANKED AS WELL. BUT AGAIN, WE MADE THOSE CHANGES TO TRY TO HELP ENCOURAGE SMALLER PROPERTIES SO THAT WE CAN THEN LOOK TO ADJACENT PROPERTIES TO CONTINUE THAT CONTIGUOUS EASEMENT AREA. THE WELSH PROPERTY AND OTHER PROPERTY ON CASTLETON ROAD. 75 ACRES AGAIN MIXED FOREST AND FARM FIELDS WHICH IS THE CASE IN A LOT OF OUR PROPERTIES. AND YOU CAN SEE THEY THEY HIT THE DEVELOPMENT RATE CAP, IN WHICH CASE THEY TYPICALLY END UP TO BE LESS DOLLARS PER ACRE BECAUSE OF THE WAY THE MATH WORKS OUT. SO IT'S USUALLY A IT'S COMPARABLE CONSIDERING WHAT WE'RE DISSOLVING AND WHAT WE'RE GETTING FOR OUR EASEMENT. ALSO WORTH NOTING IS THE CARSON'S CARSON FAMILY PROPERTY JUST OUTSIDE OF HAVRE DE GRACE IN THE DRONE PHOTO THAT THEY PROVIDED, YOU CAN SEE THE SUSQUEHANNA RIVER IN THE BACKGROUND, AND THEY ARE JUST OFF OF ROUTE 95. I 95, I GUESS, AND THE DEVELOPMENT ENVELOPE. THIS PROPERTY ACTUALLY CONTAINS TWO RECORDED LOTS THAT ARE ZONED RR THAT WILL BE CONSOLIDATED WITH THE REST OF THE ZONED PROPERTY. WE HAVE PROPERTIES IN WHITEFORD. THE SECOND PROPERTY IS COMPLETELY SURROUNDED BY PRESERVED LAND AND HE HAS TWO LOTS TO ERASE AND A FAMILY CONVEYANCE. ALSO TO BE DISSOLVED AND CONSOLIDATED. WE ARE ERASING NINE DEVELOPMENT RIGHTS AND CONSOLIDATING FOUR PARCELS. SO THIS IS A PRETTY GOOD CHUNK OF LAND. OVER 100 ACRES AND LOTS OF PRODUCTIVE CROPLAND, SOME PASTURE BEEF CATTLE PRODUCTION. THE GLACKEN FAMILY ACTUALLY HAS TWO PROPERTIES ON THIS LIST. THIS IS THE SMALLER OF THE ONE RIGHT OUTSIDE OF DUBLIN. IT'S NEXT TO DUBLIN ELEMENTARY SCHOOL AND IT'S A FULLY FORESTED PROPERTY. BUT THIS IS OUR FIRST ONE THAT IS NOT AG ZONED. SO IT WAS A IT WAS KIND OF OUR TEST CASE FOR OUR CHANGES THAT WE MADE TO THE PROGRAM RECENTLY. AND IT DID HIT OUR PER ACRE CAP MAINLY BECAUSE OF ITS LARGE SIZE, BUT ALSO ITS POTENTIAL DENSITY. SO THAT WAS ALL OF THEM PRETTY QUICKLY. BUT WE'VE TALKED A LOT ABOUT AG PRESERVATION, AND I APPRECIATE ALL THE SUPPORT WE'VE RECEIVED THROUGHOUT THE YEAR. SHANE, YOU WANT TO ADD? SO ONE OF THE THINGS THAT WE CAN DO TO TRY TO PREVENT THAT CONSTANT BARRAGE OF SOLAR FARMS AND PROPERTY OWNERS HEARING ABOUT THESE DIFFERENT COMPANIES COMING IN AND ASKING THEM IF THEY CAN DEVELOP THEIR PROPERTY FOR SOLAR FIELDS BY PRESERVING THESE PROPERTIES, IT MAKES IT EXPONENTIALLY HARDER FOR THEM TO BE ABLE TO GET THOSE PROPERTIES FOR SOLAR DEVELOPMENT. SO IT'S IMPORTANT AS THAT'S THE LATEST KIND OF CRISIS DU JOUR FOR US IS TO DEAL WITH THOSE SOLAR FIELDS. SO THANK YOU FOR YOUR CONSIDERATION WITH THIS AND WE APPRECIATE IT. AND WE FEAR THAT WE MAY LOSE THAT THIS SESSION. WITH WHAT THEY'RE DOING IN ANNAPOLIS. SO NOT MUCH AT THIS POINT THAT WE CAN SEE THAT CAN BE DONE FROM A LOCAL LEVEL. I ALSO, IT'S BEEN A WHILE SINCE WE ADDRESSED ANY COMMENTS, SO I DID ATTEND SEVERAL COLLEAGUES ON THE COUNCIL ATTENDED THE ECONOMIC DEVELOPMENT PRESENTATION ON OCTOBER 21ST OVER AT ABERDEEN HIGH SCHOOL, AND I WAS DISAPPOINTED IN THE PRESIDENT'S PRESENTATION AND THE LACK OF STRATEGY THAT WAS DISCUSSED. THEY DISCUSSED APG AND AG AS BEING MAJOR CONTRIBUTORS, AND THEY ARE MAJOR CONTRIBUTORS, BUT I THINK WE MISS THE MESSAGE OR THE POINT TO DISCUSS FUTURE RECRUITING OF BUSINESSES, WHETHER IT'S TIFS OR ENTERPRISE ZONES, TO INCENTIVIZE BUSINESS AND PROGRAMS COMING. SO I THINK THAT THAT'S SOMETHING THAT WE NEED TO ADDRESS GOING FORWARD TO MAKE SURE WE SUSTAIN OUR COUNTY AND OUR TAX REVENUE. THE NEXT THING I WANT TO TALK ABOUT IS THE ATTACKS FROM THE EXECUTIVE BRANCH DIVIDING OUR COUNTY. YOU KNOW, WE SHOULD NOT BE MAKING VILLAINS OUT OF EDUCATORS OR PUBLIC SAFETY PROFESSIONALS. THIS IS WRONG. WE SHOULD BE SITTING DOWN, ASSESSING THE NEEDS AND FINDING REAL SOLUTIONS INSTEAD OF PAINTING THEM IN A BAD LIGHT, THREATENING THAT THEY WILL RAISE TAXES. WE'LL NEED TO RAISE TAXES.
