FOR 79 YEARS, THE HUMANE SOCIETY OF HARFORD COUNTY HAS HAD THE OPPORTUNITY TO SERVE AS A BEACON OF COMPASSION FOR THE ANIMALS AND THE PEOPLE WHO LOVE THEM. OUR MISSION REMAINS CLEAR TO PROTECT CARE FOR REHOME ANIMALS IN NEED WHILE ENGAGING OUR COMMUNITY EVERY STEP OF THE WAY. WE STAND AT A CRITICAL POINT MARKED BY REMARKABLE PROGRESS AND A GROWING URGENCY FOR SUSTAINABLE FUNDING. I'M GOING TO TOUCH A LITTLE FURTHER ON THE BOARD AS WELL, IF YOU DON'T MIND SOME REPETITION. ACCORDING TO OUR BYLAWS, THE BOARD OF DIRECTORS MAY INCLUDE UP TO 15 MEMBERS. AS GEORGE MENTIONED, WE HAVE 13 SEATS FILLED CURRENTLY. ONE OF THESE SEATS IS RESERVED FOR A COUNTY APPOINTED VOTING MEMBER. THIS PROVISION WAS DESIGNED TO PROMOTE OPEN COMMUNICATION, ALIGN OUR WORK WITH LOCAL PRIORITIES, AND UPHOLD ACCOUNTABILITY. ALL BOARD POSITIONS ARE VOLUNTARY AND UNCOMPENSATED, REFLECTING A SHARED COMMITMENT OF SERVICE AND COMMUNITY IMPACT. I BELIEVE THERE IS A COMMON MISCONCEPTION THAT NONPROFIT BOARDS ARE RESPONSIBLE FOR AN ORGANIZATION'S DAY TO DAY, HANDS ON MANAGEMENT. IN REALITY, THE PRIMARY ROLE OF A BOARD OF DIRECTORS IS TO PROVIDE HIGH LEVEL GOVERNANCE, ENSURE MISSION ALIGNMENT, AND EXERCISE FINANCIAL OVERSIGHT, NOT TO MANAGE DAILY OPERATIONS WHICH ARE HANDLED BY OUR STAFF. THEY ARE ALSO DISTRIBUTED TO US ON A QUARTERLY BASIS. I BELIEVE THAT WAS MENTIONED PREVIOUSLY AND HAVE HISTORICALLY BEEN ALLOCATED DIRECTLY TO PAYROLL EXPENSES.THIS AGREEMENT INCLUDES THE FOLLOWING REQUIREMENTS. IT IS NOT EXHAUSTIVE. SUPPLYING OUR AUDITED FINANCIAL STATEMENTS TO THE COUNTY ON AN ANNUAL BASIS. ACCESS AND USE OF THE FACILITY BY THE HARFORD COUNTY SHERIFF'S ANIMAL CONTROL DEPARTMENT. ONGOING CARE OF IMPOUNDED ANIMALS AND FACILITATION OF ADOPTION SERVICES, AND AN ADEQUATELY TRAINED AND SIDE SIZED STAFF TO PROPERLY CARE FOR THE ANIMALS. WITH THAT, MANY OF OUR STAFF CARRY PROFESSIONAL CERTIFICATIONS THAT REQUIRE ONGOING COMPLETION OF CONTINUING EDUCATION CREDITS. OUR VETS ALONE ARE REQUIRED BY THE STATE OF MARYLAND TO COMPLETE A MINIMUM 18 CREDIT HOURS TO MAINTAIN THEIR LICENSURE. WE UNDERSTAND THE IMPORTANCE OF INVESTING IN TRAINING AND PROFESSIONAL DEVELOPMENT. IN GENERAL, OUR LIVE RELEASE RATE IS CALCULATED BY DIVIDING THE TOTAL NUMBER OF LIVE OUTCOMES BY THE TOTAL NUMBER OF OUTCOMES, EXCLUDING THOSE OWNER REQUESTED. THAT TOTAL NUMBER EXCLUDES THOSE ANIMALS. OVERALL, IT WOULD BE CLOSER TO 3500 IF WE INCLUDED THEM. WE COMPLETED 1927 ADOPTIONS, WHICH WAS A 19% UPTICK FROM 2023. CAT ADOPTIONS SPECIFICALLY INCREASED BY 147%.
FARM AND EXOTIC ANIMAL ADOPTIONS DOUBLED. OUR LIVE RELEASE RATE HELD AT 92% FOR THE YEAR. WE ALSO ADMINISTERED OVER 5000 VACCINATIONS, PERFORMED OVER 1000 SURGERIES, AND OUR FOSTERS CARED FOR 340 ANIMALS. OUR VOLUNTEERS CONTRIBUTED OVER 10,000 HOURS. SOME OF THOSE KEY DATA TRENDS INCLUDE ANIMAL CONTROL INTAKES, WHICH ROSE BY 34%, FARM AND EXOTIC ANIMAL INTAKES VIA ANIMAL CONTROL SURGED 167%. ANIMALS SEIZED BY ANIMAL CONTROL INCREASED 65%.

THE AVERAGE COST PER ANIMAL ROSE BY 46% OVER THE PREVIOUS YEAR. SO IF YOU LOOK AT THAT, COMPARED TO OUR EXPENSES, IN TOTAL IT WENT FROM AN AVERAGE OF $430 PER ANNUAL TO 622, WHILE OVERALL ADOPTION TOTALS INCREASED. DOG ADOPTIONS SPECIFICALLY DECLINED. THIS IS A NATIONAL TREND, AND FOR US, THAT HOVERED AROUND 8% OF A DECLINE. SO IT WENT FROM AVERAGE STAYS FOR THE DOGS BEING 21 DAYS TO NEARLY 32. DESPITE THESE CHALLENGES, WE'VE CONTINUED TO EVOLVE AND INNOVATE. LAST YEAR, WE EXPANDED OUR FOSTER PROGRAM AGAIN, SUPPORTING 340 ANIMALS IN HOME ENVIRONMENTS. THIS YEAR, WE'VE ALSO ESTABLISHED SINGLE DAY AND WEEKEND GETAWAY PROGRAMS SPECIFICALLY FOR DOGS. WE KNOW THAT A HOME ENVIRONMENT REDUCES STRESS AND ANXIETY AND IN TURN, POSITIVELY IMPACTS THEIR BEHAVIOR AND OVERALL HEALTH BY PROVIDING A SHORT, PREDETERMINED FOSTER PERIOD. WE FOUND THAT OUR PARTICIPANTS ARE FAR MORE LIKELY TO COMMIT, AND A HIGHER NUMBER OF DOGS ARE ABLE TO BE AFFECTED POSITIVELY. WE LAUNCHED A COMPREHENSIVE BEHAVIOR AND ENRICHMENT PROGRAM IN CONSULTATION WITH NATIONALLY CERTIFIED PROFESSIONALS IN THIS FIELD. THIS PROGRAM WAS DEVELOPED, IMPLEMENTED AND CONTINUES TO BE MAINTAINED BY IN-HOUSE EXPERTS IN THE FIELD OF ANIMAL BEHAVIOR. WE NOW OFFER BEHAVIORAL ASSESSMENTS, ONGOING TRAINING, AND AN EFFORT TO MINIMIZE THE ISSUES THAT LEAD TO SURRENDERS, REDUCE THE NUMBER OF LONG TERM STAYS, AND IMPROVE ADOPTION RATES. WE HELD THREE LOW COST PUBLIC VACCINATION CLINICS. WITH THOSE, WE WERE ABLE TO MICROCHIP AND VACCINATE OVER 1100 PETS. SO EVERY YEAR WE INTEND TO ADD TO THOSE CLINICS, THOSE CLINICS AT LEAST ONE A YEAR IF WE'RE ABLE TO. OUR ENTIRE TEAM IS NOW FEAR FREE CERTIFIED AGAIN, DEEPENING OUR COMMITMENT TO ENHANCING THE WELL-BEING OF EVERY ANIMAL. AND WE DISTRIBUTED OVER 1700 BAGS OF DOG FOOD VIA OUR PET FOOD PANTRY. THERE WAS AN INCREASE IN VISITS TO THAT BY 53%. THE FUTURE OF THE HUMANE SOCIETY DEPENDS ON CONTINUED ENHANCEMENTS TO THESE PROGRAMS AND SUSTAINABLE PARTNERSHIPS.THE FACT OF THE MATTER IS, WE KNOW THERE'S A DEFICIT RIGHT NOW, AND WE'VE BEEN IN THIS DEFICIT FOR THE LAST THREE YEARS. THESE NUMBERS CLEARLY DEMONSTRATE THE RISING DEMAND AND SHIFTING CHALLENGES WE'RE EXPERIENCING. HAD IT NOT BEEN PREVIOUSLY FOR STATE COVID RELIEF PROGRAMS AND SEVERAL LARGE BEQUESTS THAT WE'VE RECEIVED, WE WOULD HAVE EXPERIENCED THIS DEFICIT MUCH SOONER. OUR SALARIES CONSUME A LARGE PORTION OF OUR BUDGET, BUT WE KNOW OFFERING COMPENSATION THAT REFLECTS INDUSTRY STANDARDS ALLOWS US TO MAINTAIN COMPETITIVE. REMAIN COMPETITIVE AND REDUCE TURNOVER AND CREATE A SUSTAINABLE WORKING ENVIRONMENT.
AT THE START OF MY TENURE THIS YEAR, THERE WERE 45 EMPLOYEES. AS OF TODAY, WE ARE DOWN TO 39.
ANY FURTHER REDUCTION IN STAFF WILL DIRECTLY IMPACT THE QUALITY OF THE PROGRAMS WE'RE ABLE TO PROVIDE. OUR RECENTLY CONSTRUCTED POLE BARN IS INTENDED TO SERVE AS A DEDICATED TRAINING FACILITY FOR OUR BEHAVIOR PROGRAM. WE RECEIVED A $3 MILLION REFUND FROM THE HEALTHCARE CONSORTIUM FROM THE COUNTY, AND WE ALSO ARE ARE ANTICIPATING THAT OUR INTEREST INCOME OR INTEREST REVENUE WILL BE $2 MILLION HIGHER THAN BUDGETED. WE WOULD LIKE TO RECOGNIZE THAT AS REVENUE AND ALSO ALLOCATE THAT FOR SPECIAL EDUCATION. NON PUBLIC TUITION 4.5 MILLION. AND THEN INCREASE THE BUDGET FOR TEXTBOOKS BY HALF $1 MILLION. IF YOU HAD A LOVED ONE DIE IN DUTY, YOU WOULD GET A TELEGRAM FROM A TAXI DRIVER TO BE NOTIFIED. AND SHE HAD A DAY WHERE A TAXI PULLED UP IN FRONT OF HER HOUSE, AND THE TAXI DRIVER WAS KNOCKING ON THE DOOR, AND SHE LOCKED THE DOOR AND HID BEHIND THE DOOR BECAUSE SHE JUST COULDN'T BEAR TO HEAR WHAT THEY HAD TO SAY. AND AFTER SEVERAL MORE KNOCKS, SHE GOT UP THE COURAGE TO OPEN THE DOOR AND THE TAXI DRIVER WAS JUST LOST IN LOOKING FOR DIRECTIONS, AND SHE REALIZED HOW IMPERSONAL THE NOTIFICATION PROCESS WAS FOR FAMILY AND LOVED ONES. AND SHE REALIZED THAT, LIKE THE FACT THAT SHE HAD TO HIDE BEHIND A DOOR BECAUSE THE TAXI DRIVER WAS ON HER STREET. HOW INHUMANE THAT WAS TO MILITARY SPOUSES AND FAMILY. AND SO SHE PUSHED THE US MILITARY TO NOTIFY THEMSELVES, DON'T DON'T HAND THAT OFF TO TAXI DRIVERS AND TELEGRAMS. AND THROUGH HER EFFORTS, SHE GOT THAT CHANGED. AND IT'S IMPORTANT DURING THIS SEASON TO THINK OF THEM AND TO THANK THEM AND TO RECOGNIZE THEM, BUT NOT JUST FOR THEIR SERVICE, BUT FOR THEIR HUMANITY AND FOR THEIR FAMILIES. ON THURSDAY I DID RING FACTORY ELEMENTARY SCHOOL PATRIOT PROGRAM WHERE I SHOWED ALL THE PATRIOTS MY MARYLAND FLAG ON THE INSIDE OF MY SPORT COAT, WHICH THEY ABSOLUTELY LOVED. TEN AT THE COMMENCEMENT FOR PATTERSON MILL HIGH SCHOOL TODAY AND THURSDAY, I GET TO GO TO MY ALMA MATER, WHICH IS BEL AIR HIGH SCHOOL, AND DO THEIR GRADUATION. AND ON MONDAY I WENT OUT TO THE VETERANS CEMETERY OUT IN REISTERSTOWN. THEY WERE HAVING A CEREMONY OUT THERE, AND THAT WAS THE FIRST TIME THAT I WENT OUT AND SAW MY FATHER, WHO'S BURIED AND GOT HIS PLAQUE. SO IT WAS A PRETTY EMOTIONAL DAY. ON A ON ANOTHER NOTE, MYSELF AND WELL, COUNCIL PRESIDENT MYSELF SENT A LETTER OVER TO COUNTY EXECUTIVE CASTLE THAT SAYS BASICALLY, WE STRONGLY WE HAVE A STRONG APPRECIATION FOR THE COMMITMENT FOR ALL OUR COUNTY EMPLOYEES. WE IN NO WAY SUGGESTED OR IMPLIED THAT ANY 3% COAL AND 1% MERIT INCREASE FOR ELIGIBLE EMPLOYEES BE BE CUT, NOR WILL WE EVER ADVOCATE FOR THAT BEING CUT. YOU KNOW, SO WE WANT TO MAKE THAT CLEAR. SO I WANT TO MAKE SURE THAT EVERYONE'S AWARE THAT THEY ARE LOCAL AND THEY'RE AT THE PRESTBURY UNITED METHODIST CHURCH AND AT THE EDGEWOOD AMERICAN LEGION. CONGRATULATIONS TO ALL OF THE GRADUATES THAT ARE GOING TO BE GRADUATING AND HAVE GRADUATED. I DID ATTEND ON MAY 22ND INTERNATIONAL BACCALAUREATE AT EDGEWOOD HIGH SCHOOL, IN WHICH THEY HONORED 46 STUDENTS AND WERE ABLE TO GIVE OUT CITATIONS TO EACH AND EVERY ONE OF THEM. TOGETHER, THEY HAVE $21 MILLION IN SCHOLARSHIPS, SO I BELIEVE ALL OF THEIR EDUCATION IS PAID FOR AMONGST ALL OF THEM. IN THE COUNCIL MULTI-PURPOSE ROOM. AS FAR AS EVENTS, I HAD THE HONOR AND PLEASURE TO SERVE AS THE HARFORD FAMILY HOUSE HAWAII EVENTS CO-CHAIR. AND THEN IN THE LATE MORNING WENT TO ABERDEEN'S VETERANS MEMORIAL PARK, WHERE SERGEANT MAJOR HYDE WAS THE GUEST SPEAKER AND WAS ABLE TO PARTICIPATE IN THAT THAT CEREMONY AS WELL. SO WITH THAT, I'M GOING TO REITERATE. REITERATE WHAT COUNCILMAN JOHN GIORDANO SAID. WE HAVE A HIGH REGARD FOR OUR COUNTY EMPLOYEES.
