GOOD EVENING. THE FIRST SECTION WE HAVE IS CHAPTER THREE, SECTION 3.13. PROPOSED DEVELOPMENTS. WE ARE PROPOSING TO REMOVE THE TRIMBLE MEADOWS SUBDIVISION BECAUSE IT HAS BEEN COMPLETED. THIS SECTION ONLY SHOWS PROJECTS OF WHICH WE'RE PROPOSING ANY CHANGES. A COMPREHENSIVE TABLE CAN BE FOUND IN THE OVERALL WATER AND SEWER MASTER PLAN. CHAPTER THREE. THE NEXT PAGE IS TABLE THREE ONE. THIS SHOWS THE PROPOSED OR THE DEVELOPMENTS OVER THE PAST SIX MONTHS THAT HAVE EITHER BEEN PROPOSED AND APPROVED THROUGH PLANNING AND ZONING, OR COMPLETED OR PROGRESS HAS BEEN MADE. YOU CAN SEE IN THE FIRST PAGE THAT GRACE HALL HAS HAD 63 UNITS MOVED INTO THE WATER AND SEWER, ONE CATEGORY, AND ON THE SECOND PAGE IS THE TRIMBLE MEADOWS AND VAN BIBBER PROJECTS BEING REMOVED DUE TO COMPLETION. AT THE BOTTOM OF THAT TABLE SHOWS THE SUMMATION OF THE NUMBERS ACCOUNTING FOR THE 63 UNITS GOING TO GRACE HALL. THE NEXT. THE FINAL PAGE OF TABLE THREE ONE SHOWS THE PLAN DEVELOPMENTS IN WATER AND SEWER THREE CATEGORY BY ZONING CATEGORY. AGAIN, THE RESIDENTIAL UNITS HAVE BEEN ADJUSTED BY 63 UNITS AND THERE WAS NO CHANGE TO THE EQUIVALENT RESIDENTIAL UNITS IN A BUSINESS ZONE OR THE INDUSTRIAL ACREAGE. TABLE 3-8 PLANNED WATERWORKS. IMMEDIATE FIVE YEAR AND TEN YEAR PRIORITY. THIS TABLE WAS UPDATED TO ADD ONE HARFORD COUNTY PROJECT AND ADJUST THE TIMING SCHEDULE OF SEVERAL OTHER PROJECTS. THE REQUEST WERE ALSO MADE BY THE CITIES OF ABERDEEN AND GRACE TO UPDATE THE CAPITAL PROJECTS. THE TABLE IN THIS WORKBOOK ONLY INCLUDES PROJECTS TO WHICH CHANGES ARE PROPOSED. A COMPREHENSIVE TABLE SHOWING ALL CAPITAL PROJECTS IN THE COUNTY AND THE THREE MUNICIPALITIES CAN BE FOUND IN THE OVERALL WATER AND SEWER MASTER PLAN DOCUMENT. AND THEN MOVING ON TO CHAPTER FOUR IS THE PLANS.

CAPITAL SEWER PROJECTS IMMEDIATE FIVE YEAR AND TEN YEAR PRIORITY. THIS TABLE WAS REVISED TO ADJUST THE TIMING SCHEDULES FOR SEVERAL HARFORD COUNTY PROJECTS. THE CITY OF ABERDEEN REQUESTED THE REMOVAL OF ONE PROJECT AND ADJUSTMENTS TO THE TIMING SCHEDULE FOR THE REMAINING PROJECTS. AGAIN, THIS TABLE ONLY COVERS THE PROJECTS WHICH CHANGES ARE PROPOSED AND OVERALL COMPREHENSIVE LIST OF CAPITAL PROJECTS CAN BE FOUND IN THE WATER AND SEWER MASTER PLAN DOCUMENT. I'M EXTREMELY CONCERNED ABOUT THE IMPACT OF THESE PROPOSED SECOND SET OF POWER LINES TO THE FALLSTON AIRPORT. 11 OF THE MONOPOLES EXCEED FAA AND MA HEIGHT STANDARDS. THERE ARE ALSO 11 PROPERTIES ON THE NATIONAL REGISTRY. THE ADDITION OF THESE MASSIVE POWER LINES WILL SCAR OUR TREASURED LANDSCAPE IN HARFORD COUNTY. JENNY ROGERS FROM DNR'S POWER PLANT RESEARCH PROJECT WROTE A 51 PAGE REPORT ON THE ENVIRONMENTAL IMPACTS OF THESE POWER LINES. FOR EVERY SINGLE QUESTION THAT ASKS WHETHER THE PROJECT WOULD DETRIMENTALLY IMPACT THE ENVIRONMENT, THE ANSWER WAS YES. I'M APPALLED THAT THE PROJECT INTERSECTS THE GUNPOWDER FALLS STATE PARK AND THE CHESAPEAKE BAY CRITICAL AREA. THERE'S BEEN TESTING ON THE IMPACT TO WILDLIFE, BUT THERE HAS NOT YET BEEN TESTING ON THE IMPACT ON HUMAN LIFE. OUR EXTENSIVE RESEARCH AS CITIZENS HAS TRULY ALARMED US ABOUT THIS PROJECT'S IMPACT. BECAUSE OF EMF EXPOSURE, ESPECIALLY TO CHILDREN, EMF IS DIRECTLY LINKED TO CHILDHOOD LEUKEMIA. THIS IMPACTS ME BECAUSE MY KIDS PLAY SOCCER UNDERNEATH THE SPILLOVER OF THE POWER LINES ON THE SAINT STEPHEN'S SCHOOL SOCCER FIELD, I'M ALSO CONCERNED ABOUT WILDFIRES THAT COULD WIPE OUT MY COMMUNITY IN KINGSVILLE. A WEBSITE FILE, WILDFIRE RESTORES SAYS THAT 99% OF HOMES IN KINGSVILLE ARE AT DIRECT RISK OF IGNITION. WHY AREN'T WE UNDERGROUNDING THESE POWER LINES? WE HAVE A COUPLE OF CONCERNS, AND ONE OF THEM IS THAT THE PROJECT HAS STRETCHED WELL BEYOND WHAT WAS PROMISED THE 1931 ZINK DEED. IT STATES A SINGLE TRANSMISSION LINE, AND HERE WE ARE TODAY, 170 FOOT MONOPOLES, VERY TALL STRUCTURES WITH 12 LINES GOING ACROSS THEM. AND NOW THEY WANT TO PROPOSE A SECOND SET. YOU KNOW, THE QUIET COUNTRY ROAD WE ONCE ENJOYED IS BEING TURNED INTO A SUPER COMMERCIAL HIGHWAY. ANOTHER CONCERN IS THAT OUR ORIGINAL AGREEMENT WAS NOT HONORED. SO THE 1978 EASEMENT WITH THE ZINCS REFERS BACK TO THE 1931 DEED ABOUT A SINGLE TRANSMISSION LINE. THERE'S NO TYPO THERE. IT WAS MENTIONED FIVE TIMES. AND ALSO IT MENTIONED THAT THE THE RIGHT IT WAS RIGHT ALONG THE RIGHT OF WAY, THE CENTER LINE FOR THE 150 FOOT EASEMENT. BOTH CONDITIONS, THEY HAVE BOTH BEEN BROKEN. WE HAVE ANOTHER CONCERN ABOUT THE 1978 EASEMENT. ANNA ZINK, A 79 YEAR OLD WIDOW, IS THE PERSON WHO SIGNED THAT EASEMENT. AND WE AS A FAMILY, ALL 37 FAMILY MEMBERS. WE KNOW THAT THERE IS NO WAY SHE WOULD HAVE EVER CONTEMPLATED WHAT THEY HAVE BUILT THE SIZE, THE SCALE, THE INDUSTRIAL IMPACT OF THESE TOWERS. AND NOW THEY WANT TO BRING IN A SECOND SET. WE KNOW FOR A FACT THAT SHE WOULD HAVE NEVER AGREED TO, THAT SHE NEVER WOULD HAVE SIGNED A DOCUMENT LIKE THAT, NEVER WOULD HAVE CONTEMPLATED OR IMAGINED. OUR FINAL CONCERN IS HEALTH CONCERNS. THIS CORRIDOR ISN'T JUST ABOUT A UTILITY SHORTCUT. IT'S GOVERNED BY LEGAL AGREEMENTS. IN 1978, BGE ACQUIRED ONE EXAMPLE EASEMENT, KNOWN AS THE ZINC AGREEMENT. IT WAS A GREAT EVENING. THE KIDS AND FAMILIES SEEMED TO ENJOY IT. WE HAD POPCORN AND WE HAD SNACKS. WE GAVE OUT LIGHT LIGHTED THINGS AND SO EVERYONE SEEMED TO ENJOY THEMSELVES FOR THAT. AND THEN YESTERDAY I ATTENDED THE RIBBON CUTTING GRAND OPENING FOR HARFORD DAY SCHOOL'S NEW KINDERGARTEN PLAYGROUND. IT WAS A VERY NICE PLAYGROUND THAT WAS DEDICATED ACTUALLY FROM A FAMILY THAT WHOSE CHILDREN ATTEND THAT SCHOOL. AND THEN LAST NIGHT WE HAD OUR CAB MEETING FOR EDGEWOOD JOPPATOWNE COMMUNITY ADVISORY BOARD, WHICH WAS ALWAYS, AS USUAL, 50 PEOPLE IN ATTENDANCE AND EVERYONE GETS
